Kathmandu. Minister for Health and Population Pradeep Poudel has emphasized that 50 paisa should go to the insurance fund when buying a recharge of 100 rupees. Minister Poudel said this during an inspection of the Buddhashanti Hospital in Jhapa’s Buddhashanti on Sunday.
He informed that the liability of insurance in the previous year was 11 billion when he became the minister and said that a total of 7.5 billion has been allocated for insurance in the current fiscal year’s budget.
He said that 11 billion rupees remain to be paid to insurance from the previous year. If the insurance is to be run from this 100,000 rupees and continues to be run like this, the government should allocate 40 billion rupees for insurance in the budget speech. He said that if the state cannot run insurance from Rs 100,000, then an insurance system based on citizen contributions should be developed.
He said, ‘When I became the minister, the liability of insurance last year was 11 billion. A total of 7.5 billion was allocated in the budget. 7.5 billion has been allocated this year. But the 11 billion that has to be paid to insurance from last year is still left. Now the budget has not been allocated to last year. How will the expenses be managed this year? Therefore, if insurance is to be run from this 100,000 and continues to be run like this, the government should allocate 40 billion rupees for insurance in the budget speech.’
‘If the state cannot, then an insurance system based on citizen contributions should be developed as we have proposed. That means that now you can join after paying 3500 rupees for insurance. If I have an arrangement to pay 1.5 percent of my salary to the insurance fund, I will have to pay 12,000 a year. Salaried people will contribute to the insurance fund from their salary, tax payers will contribute 0.5 percent of the tax they are paying to the insurance, those who do not pay taxes and do not receive salaries will contribute to the insurance through premiums, and those who cannot do all three of these things, the government will pay the premium and provide health services to them through insurance. The insurance fund also generates regular income. Arrangements should be made for 50 paisa to go to the insurance fund when citizens buy a recharge of 100 rupees, which is the most used by citizens, he said.
Minister Poudel said that insurance will run in a systematic manner when insurance is operated through a single system. Stating that the expenditure incurred by the federal, provincial and local governments under health facilities is around Rs 31 billion, he argued that it would be more manageable if 31 billion rupees were kept in the insurance fund in an integrated manner rather than being spent under separate headings.
He stressed the need to implement a system that requires insurance to establish a relationship with the state.
