Kathmandu. CPN(UML) lawmaker Dayal Bahadur Shahi has warned the lawmakers not to show contemptuous attitude towards proportional representation lawmakers. Speaking at a meeting of the Infrastructure Development Committee on Tuesday, he said the government has ignored the proportional representation lawmakers.
He said that there are 70 proportional lawmakers of the ruling party and the proportional lawmakers can prevent the passage of the budget if they want.
Citing the example of Girija Prasad Koirala, Pushpa Kamal Dahal and Madhav Nepal who were once proportional, he said that only those who speak would be given the plan, but the proportional lawmakers did not give the plan when they were disciplined.
He said they were ready to abolish proportional representation as per the constitution.
“We have 70 proportional lawmakers from the ruling party. If this proportional representation is abolished in the constitution, then 110 of us are ready to remove this proportional. If not, Girija Babu was also proportional. Prachanda is also the Prime Minister of the first republic. We made Madhav Nepal the Prime Minister through proportional representation. Will the minister himself go in place of the speakers and give a plan and call us proportional? We are passing the budget only in a political and disciplined manner, if you look at your negligence, we can stop it from passing. ‘
“With our fingers, you should wave the flag, or the proportional representation should be abolished as per the constitution. According to Shahi, the party chairmen, including the chairmen of the parliamentary party, are A-class, 25 ministers are in B-class, 165 directly elected are C-class, D-class, proportional e-class and National Assembly are F-class Ranas.
He questioned why the proportional lawmakers were discriminated against as they did not come from another space.
