We should pass the constitutional council bill soon so that the ordinance does not reach the place of governance: Minister

Kathmandu. Minister for Communications and Information Technology, Prithvi Subba Gurung, has urged the government to expedite the process of passing the bill related to the Constitutional Council at the earliest.

He made the request while replying to the queries raised by the committee members during an in-principle discussion on the Constitutional Council (Functions, Duties, Rights and Procedures) (First Amendment) Bill, 2079 BS held at Singha Durbar on Tuesday.

Stating that the opposition and the ruling party should work to finalize the bill related to the Constitutional Council, he said that the provision in the Constitutional Council to take a decision only after consensus has made the country a prisoner of indecision.

He also said that the bill related to the Constitutional Council should be passed at the earliest so that the ordinance does not reach the place of governance.

“Let’s not discuss this from the mindset of the opposition or the ruling party,” he said. The prime minister of the country is the chairman. The Chief Justice is its member. The Speaker and the Speaker of the National Assembly and the Deputy Speaker are its members. It is a structure of three organs. It is the biggest place for the exercise of state power. This is the problem of the state. It is a matter of whether to make the state a prisoner of indecision or not. This is not the problem faced by the present Prime Minister alone. This Act, enacted in 2066 BS, made our Prime Ministers prisoners of indecision. This is a common problem faced by prime ministers since 2066. It was made with good thinking, but it was a hindrance for us. Now there is a problem. You have to work. An ordinance should be brought again. That’s where it happens. We should also pass this bill soon so that the ordinance does not reach the place of governance. ’

Minister Gurung urged the government to finalize the bill so that it could be within the legal limits.
