“We increased the financial transfer even when the budget was brought in the economic contraction.”

Kathmandu. National Planning Commission (NPC) Vice-Chairman Prof Dr Shivaraj Adhikari has said that the grants going to the lower levels have been increased even though the new budget has been brought at a time when the country is in economic contraction.

Speaking at a programme organized in Kathmandu on Monday in the context of the upcoming fiscal year 2082/83 BS from the point of view of federalism, he said that federalism would not be effective until the lower level government was strong. Vice-Chairman Adhikari said that some projects of less than Rs 30 million have been sent down as conditionals. Now there should be projects selected by the municipalities and provinces conditionally.

“We brought a realistic budget despite the huge shortage of resources due to the economic contraction,” adhikari said. Not only that, we have increased the financial transfer going down. To be honest, the reason for increasing the budget is to keep a limit on projects worth Rs 30 million. When this limit was placed, it came to the question of what small projects would be done. The financial transfer has been increased so that these projects should be operated from the lower structure. ’

Discussions are underway with the National Natural and Finance Commission to change some formulas in equalization grants, he said.
