Edited excerpts from a conversation with Leader Bhandari on constitution implementation and amendment, status of implementation of federalism, role of political parties in the country’s economic development, and contemporary issues of the country

Today marks 18 years since the country attained republic. But even though the system has changed, the condition of the people remains the same. Looking back at this period, there has been no difference in the economic condition of the country. The country’s external relations have not improved significantly.

Therefore, I don’t think it makes any sense to celebrate Republic Day alone unless there is a change in the condition of the people. We are in a democratic system. In a democratic system, anyone can have a different opinion. Now all the people have the right to find an alternative to the country’s political system.

If someone has a strong opinion, he should not be persecuted. In a democracy, the government and political parties should not take the dissatisfaction of the people otherwise.

The Constitution is not complete. There were also many disagreements at the time of promulgation of the constitution. Many questions of the people have not been included in the constitution. This constitution has been issued against the opinion of the people. At that time, this constitution was issued as an agreement of political parties.

Political parties have made mistakes while promulgating the constitution. Now the constitution needs to be amended to correct it. It is necessary to review the questions of the people left out at the time of the promulgation of the constitution and the period of this ten years issued and amend it. The government and the main political parties should not take the issue of constitution amendment for granted.

Seven political parties, including the Nepali Congress and the Communist Party of Nepal (UML), have reached an agreement to amend the constitution. But even after 11 months of the formation of the government today, the issue of the constitution has not been finalized. People should not be misled in the name of amendment.

The government should mainly bring the issue of constitution according to the sentiments of the people. The amendment should not be done by the government on the basis of majority. Just as there was an agreement among all the political parties at the time of issuing it. Similarly, there should be consensus of all parties on the amendment as per the sentiments of the people.

The current federal structure is very expensive. Federalism should also be reviewed in depth. Unnecessary expenditure is being incurred in the name of federalism. It is an irony for the country that the youth power is migrating abroad. It’s not just about not getting jobs in the country.

Civil Service, Nepal Police and Nepal Army are also leaving their jobs and migrating abroad. Some have migrated abroad to study. The government has not been able to pay attention to providing them employment, practical education and proper service facilities within the country.

Not only the present government, but the previous governments also did not get enough attention. To reform the country, it is necessary to reform the political parties first. Political parties should not blame each other. We leaders need to be correct.

We leaders have become arrogant and irresponsible. There is a misconception among us that there is no one like me. The need of the hour is to get rid of all these illusions and correct the leaders of the party and the party. Only then will the country be formed.

We should get rid of the illusion that I am the supreme. A leader should work for the people, not for himself. We leaders should be accountable to the people. You have to be responsible. The government and political parties should work in favour of the people. First of all, it is necessary to make the country economically prosperous. For this, emphasis should be laid on the development of tourism in our own country.

Industries/factories that are closed and sick should be operated. We have enough water. Employment should be created by making full use of it. Leaders should take moral responsibility for the country’s lack of development so far. The leaders of the political parties should work in such a way that they fulfill the commitments made to the people during the elections.

Even now, the government has failed to formulate concrete policies and programs. The main thing is that it is necessary to find out the reasons for the failure of this present government to complete the development projects on time and ways to solve them.

It is necessary to complete any construction work on time. For good governance, the government should take strict action against the corrupt. No government should protect its leaders/cadres just because they belong to their own party. But that’s what’s happening here now. Common citizens also have an important role to play in ending corruption and maintaining good governance in the country.
