Kathmandu. I am happy to address this workshop on easy up-gradation from least developed countries. I am confident that this program, organized to discuss various sectors, dimensions and collaborations of upgradation, will provide an opportunity to further strengthen the cooperation between the government sector, private sector, civil society and development partners. On behalf of the Government of Nepal and on my personal behalf, I would like to thank the organizers and all the stakeholders involved in this program.
The upgradation from the Group of Least Developed Countries (LDCs) to developing countries in 2026 will be an important milestone in Nepal’s journey to prosperity. We are confident that this will open new doors of cooperation in nepal’s development in the national and international arena.
After upgrading, nepal will face more challenges in economic and technological development including international trade, mobilization of development assistance, implementation of Sustainable Development Goals, increasing technical efficiency of public and private sectors, disaster and climate change management. To address these challenges, collaboration between the three levels of government, private sector, NON-governmental organizations and development partners is very important.
In order to make the upgradation sustainable, the strategies and policies adopted by it have been internalized and interlinked into the Sixteenth Plan, Annual Program and Budget and other sectoral policies. The provinces, local levels, private and non-government sectors should also formulate and implement policies and programmes to implement it. The Government of Nepal, especially the National Planning Commission and thematic ministries, have been working to identify and manage the areas of impact after the upgrade. However, these efforts need to be made more effective.
There is a need for large-scale investment to achieve sustainable development and development goals taken by Nepal. The Government of Nepal has prepared a bill regarding the mobilization of alternative development finance in line with the trend and structure of foreign investment inflow and mobilization of development assistance in the recent past. The Foreign Assistance Mobilization Policy 2082 has been issued to make aid mobilization effective. In order to improve the investment environment, the government has been carrying out various legal reforms related to investment in collaboration with the private sector. I believe that this will further facilitate investment inflow and infrastructure construction.
Nepal’s export capacity needs to be increased to make international trade sustainable. For this, emphasis should be laid on increasing production and productivity capacity, country-wise and commodity diversification of trade, intellectual property protection and promotion, bilateral trade agreements, and bilateral trade promotion. This requires the cooperation and partnership of all stakeholders.
Developing resilience of citizens and the economy from the effects of disasters and climate change has become an added challenge for Nepal. It is imperative to achieve the Sustainable Development Goals that Nepal has prioritized in implementation, develop a green economy, develop resilience by maintaining access to global climate funds. Nepal needs the support of development partners and the global community for the high cost and capacity efficiency required for this.

Through high and sustainable economic growth, productive employment, quality human capital development, promotion of green economy, social inclusion and investment and trade promotion, Nepal can address contemporary challenges on the path of economic prosperity. For this, there needs to be a common collaboration between the government, private sector, cooperatives, non-governmental and community organizations and development partners. The Government of Nepal is always ready to cooperate and facilitate with all stakeholders in this regard.
Finally, I am confident that the conclusions drawn from this two-day intensive interaction will provide important guidance and important policy suggestions to the Government of Nepal for the steps to be taken for sustainable upgradation from the Group of Least Developed Countries of Nepal. I once again thank all the stakeholders involved in organizing and facilitating this workshop and wishing for the full success of the program.
