Transmission lines and large projects will be focused on private sector investment.

Kathmandu. The government has adopted a policy of giving the responsibility of constructing electricity transmission lines to the private sector. The annual policy and program for the upcoming fiscal year 2082/83, which was made public today, states that the private sector can be given the responsibility to construct interstate transmission lines.

‘National and interstate high-capacity transmission lines will be expanded with the participation of the private sector. ‘Transmission’ and ‘wheeling’ charges will be determined to build electricity transmission infrastructure, along with other necessary policy and regulatory arrangements,’ the government’s policy and program states.

It is stated that access to modern and renewable energy will be maintained for all citizens. The government’s policies and programs include legal, policy, institutional and procedural reforms to implement the ‘Energy Development Roadmap, 2081’, and the development of solar, wind and hydrogen energy as alternative sources of renewable energy.

It is stated that an appropriate financial framework will be adopted for the development of multipurpose and reservoir-based hydropower projects to address the demand for electricity supply even during the dry season and maintain energy security. ‘In collaboration with the three tiers of government, electricity supply will be expanded through ‘off-grid’ solar and wind energy, small and medium-sized hydropower and mini-grids in places not covered by the national ‘grid’,’ the policy and program states.

The government’s policy and program also mentions that self-capital will be mobilized for hydropower construction under the ‘People’s Hydropower Program’. It also mentions that efforts will be made to mobilize remittances from citizens who have gone for foreign employment in such projects.

According to the ‘Electricity Consumption Increase and Mineral Fuel Reduction Action Plan, 2080’, the government has a policy to promote the use of electrical appliances in the household, agricultural, industrial, commercial, tourism and transportation sectors.
