There is no point in discussing with producers about taxes paid by consumers: MP Thapa

Kathmandu. CPN (UML) MP Surya Bahadur Thapa has objected to the fact that the Finance Committee is not legally allowed to discuss the budget-related bills without their being passed by the House.

Speaking at the Finance Committee meeting held at Singha Durbar on Wednesday, MP Thapa said that it is inappropriate to discuss the issue of Value Added Tax (VAT) on gold and silver jewelry, Gavin wire and Ayurvedic medicines. Stating that the tax rates have already been proposed, MP Thapa said that it would not be appropriate to discuss it now as there is a scheduled agenda for discussion on amendments to the Finance Bill.

He also said that since the taxes imposed on goods are paid by consumers, not investors and producers, there is no point in discussing it with manufacturing companies.

He said, ‘The bills that have been registered related to the budget speech. I do not think that these bills are within the purview of the Finance Committee before they are passed. That is why this discussion is not appropriate. I personally believe that colleagues in the Ayurveda sector should not fall into the trap of multinational companies, as they are people who help them organize taxes and production. But this method did not work. Sometimes complaints have been received and we have discussed the bill that fell from the sky without discussing it in the House. Again, on the issue of VAT, investors and producers are not the ones who pay VAT. It is the consumers who pay the tax. That is why this discussion method is not suitable.’

The committee meeting on Wednesday discussed the proposed value-added tax on Ayurvedic medicines through the Economic Bill and the tax-related provisions and tax rates proposed by the Economic Bill.
