Kathmandu. CPN (Maoist Center) MP Shakti Bahadur Basnet has said that the main problem lies in economic policy. He said this while participating in a meeting held in the House of Representatives on Monday to discuss the policy and program for the upcoming fiscal year.
He said that the policy and program has not been able to address Nepal’s situation, needs, opportunities and challenges in an objective manner, accusing the policy and program of not wanting to get to the heart of the problem and commenting that it is not possible to be confident that it will find a solution.
Basnet, who is also a former minister, said that the problem should be resolved in which of the policies, institutional management, development models, styles and behaviors, and argued that this has not been possible, and that there has been diversity in understanding. He clarified that the main problem lies in the inability to maintain harmony between economic policy, understanding the federal democratic republic, and the constitutional system and the economic politics we are practicing.
He said, ‘The policies and programs do not seem to have addressed our situation, needs, opportunities, and challenges in an objective manner. Moreover, they have not been able to reach the core of the problem. They do not even want to reach it. Now what can we talk about solutions? We have to determine whether the problem is in our policies, institutional management, our development model, or our style and conduct. Since this has not happened, there has been a diversity of understanding. Some of us see the problem in the leaders, especially in the leaders themselves, while others say that the problem is in the system itself. The main problem is not in the system, nor in the conduct of individuals alone. The problem is in our economic policy. It is in understanding the federal democratic republic. Also, in our behavior and conduct. It is in the inability to maintain harmony between the constitutional system and the semantic politics that we are practicing. This is where the crux of the problem lies.’
He said that the current policies and programs are disappointing and cannot provide a solution.
