Kathmandu. President of the State Affairs and Good Governance Committee, Ramhari Khatiwada, has said that the office assistant to the chief secretary could not be satisfied with the civil service bill.
Talking to media persons at Singha Durbar, Khatiwada said the bill could not be brought to satisfy everyone from the office assistant of the civil service to the chief secretary, from the zero level to the 15th level.
A team comprising Chief Secretary Ek Narayan Aryal and General Secretary of the Federal Parliament Secretariat had met National Speaker Devraj Ghimire and National Assembly Chairman Narayan Prasad Dahal on Thursday.
Commenting on the meeting, Khatiwada said that the Nizamati Bill is the constitution of the employees. He said that due to conflict of interest, there are many examples of chief secretaries and secretaries going to another place to reverse the decisions taken by themselves.
Stating that no one was distrustful of the employees while keeping the cooling period, he said that after 30 years of service, he was asked to take rest for two years and come back to work for the government when needed. He said that a cooling period has been set up to end the work of taking advantage by talking to the political leadership.
He said, “From the office assistant to the chief secretary of a civil service, the employees from zero level to 15th level cannot be satisfied with everyone. The Nizamati Bill is the constitution of the employees. It is not you and me who are responsible for making this bill, it is a different body to see what is constitutionally unconstitutional. There is talk of cooling period. Due to some conflict of interest, there are many examples of secretaries and chief secretaries going elsewhere to reverse the decisions made by themselves. ‘
“We have not distrusted any employee. They have served for 30 years. After 30 years, perform for 2 years, freshen up. This does not mean that you should graze goats, play grandchildren. We have asked you to come fresh for the country. “If the political leadership also takes advantage of the conflict of interest by going to that place for appointment the next day and not maintaining a nexus with the leadership, then where will the constitution with federalism envisioned by us go?” he said.
Khatiwada said the committee was firm on the decision passed by the committee and was in favour of taking the bill to the House as soon as possible.
