Kathmandu. The ‘Nepal Legal Practitioners Council (Second Amendment) Bill, 2081’ has been unanimously passed by the National Assembly. Earlier, Minister for Law, Justice and Parliamentary Affairs Ajay Kumar Chaurasia had presented a proposal to discuss the same bill along with the report of the Legislative Management Committee. Responding to questions raised on the bill, he said that the issues raised by the lawmakers would be included in the bill.
Participating in the discussion on the bill, MP Padam Bahadur Pariyar said that the provision in the bill that ‘if a person does not study in educational programs as per the standards, the council itself can prepare a certain curriculum and provide education’ seems to have transferred the work to the university to the council and should be reconsidered. He said that the minimum fee that legal practitioners should charge for providing their services should also be clear. MP Gangakumari Velwase argued that there should be a provision for penalties in case of misbehavior against legal professionals and victims.
Earlier, the proposal to consider the ‘Badging Offences and Punishments (Second Amendment) Bill, 2080’, received with a message from the House of Representatives, has been unanimously approved by the National Assembly. Deputy Prime Minister and Finance Minister Bishnu Prasad Poudel had presented a proposal to the House to consider the bill, which was received with a message from the House of Representatives.
Speaker Dahal informed that lawmakers who wish to propose amendments to the bill can register the amendment proposal with the Bills Branch under the National Assembly as per Rule 106 of the National Assembly Rules 75.
