Kathmandu. Deputy Prime Minister and Finance Minister Bishnu Prasad Poudel has said that there is no truth in the comment that the Finance Ministry is trying to dominate the budget preparation through the Economic Procedures and Fiscal Responsibility (First Amendment) Bill.
Speaking in the assembly’s Sunday meeting, Minister Poudel said this. He also clarified that the Planning Commission’s powers have not been curtailed through the bill during the budget preparation process. He said that although the Ministry of Finance leads the budget preparation, all ministries have their own defined responsibilities.
He insisted that the relevant ministries, not the Ministry of Finance, should do their homework on how to allocate the budget according to the budget ceiling. He claims that the bill was brought to finalize the budget through mutual coordination between the Planning Commission, the Ministry of Finance and the related ministries.
He said, “The issue of curtailing the powers of the Planning Commission through the bill during budget preparation is not correct. There is no confusion about the Ministry of Finance leading the budget preparation. Each ministry has its own defined responsibilities. Everyone works within those responsibilities. It is not that the Ministry of Finance alone prepares the budget. The related ministries themselves do their homework on how to allocate the budget according to the budget ceiling. And we finalize it through mutual coordination between the Planning Commission, the Ministry of Finance and the related ministries. This is the method of budget preparation. The Ministry of Finance does not dominate in this.”
He said that the Ministry of Finance will work within its limits during budget preparation.
