The hospital, built at a cost of 185.2 million, could not be put into operation due to budget shortage.

Godavari. A 15-bed hospital in Baijpur, Kailari Rural Municipality-5 has not been able to come into operation. Although the entire physical infrastructure of the hospital has been completed, it has not been able to come into operation due to lack of budget.

A contract agreement was signed with Royal Construction JV on 29 Ashad 2079 BS for Rs 185.2 million to complete the construction by mid-Ashad 2081 BS. Despite the deadline being extended, the construction of the hospital’s physical infrastructure was completed in the first week of Falgun of the current fiscal year, said Yagam Kalel, the information officer of the rural municipality.

He said that although the construction of the hospital building was completed, the building could not be handed over due to the inability to pay the contractor company and that work including manpower management could not proceed due to the lack of the necessary budget for the operation of the hospital.

Naresh Chaudhary, the health chief of the rural municipality, said that the contractor company has 34 million days left. He said that a letter has been sent to the Ministry of Health demanding the remaining amount to be paid to the contractor company, purchase of equipment and management of human resources to operate the hospital soon.

He said that after the remaining amount to be paid to the contractor company, the building will be handed over and the process of operating the hospital will be taken forward by the municipality. Chief Chaudhary stressed that the federal government should manage the necessary budget due to the lack of budget for operating the hospital.

Five years ago, as per the federal government’s policy that every local level should have a hospital, the construction of a 15-bed hospital was started here. Mayor Chaudhar says that if the necessary manpower management and budget are ensured, the hospital can be brought into operation soon.

After the hospital is operational in the municipality, it is expected that the people of the southern area of Kailari Rural Municipality will get relief in healthcare. In the absence of a hospital, the citizens of this place have been reaching Dhangadhi, Nepalgunj and India for general treatment.

In 2077 BS, the Ministry of Health and Population had made public a plan to build five, 10 and 15-bed hospitals at the local level across the country. It was mentioned that the district hospitals at the provincial level would be built with 25 to 50 beds.
