Kathmandu. According to the order of merit published in the gazette by the Ministry of Home Affairs, the Governor of Nepal Rastra Bank is listed in the 12th position. The government with a nearly two-thirds majority is struggling to appoint an employee to the 12th position.

Forgetting law and political culture, the leaders and ministers of Nepali Congress and CPN-UML are clashing over the appointment of the Governor in a visible manner. Since the establishment of Nepal Rastra Bank, 17 Governors have been appointed. However, in the appointment of the 18th Governor, Nepali Congress President Sher Bahadur Deuba and CPN-UML President and Prime Minister KP Sharma are clashing with each other in a way that destroys the dignity and autonomy of the Rastra Bank.

Congress President Sher Bahadur Deuba, who said that the government is not in his shoes if the person he has mentioned is not appointed as the governor, has given a final ultimatum to Prime Minister Oli. Currently, every minister in the government is busy making speeches saying that there is no dispute between the two leaders on the appointment of the governor and that an agreement has been reached.

The ruling parties have made it clear that they have not moved forward with their stance on the appointment of the governor. The two parties, which were brought together by middlemen and agreed to govern under the guidance of the middlemen, are currently being accused of being in the middlemen’s swamp. The government, which has already amended the law to make the person nominated by the middlemen the governor, has immediately issued an interim order to the Supreme Court not to appoint people above the age of 65 as governors.

Despite the interim order, the government has not been able to appoint a governor yet.

The government is the one who is in power

Maoist Center Chairman Pushpa Kamal Dahal has been publicly stating that the government led by him collapsed during the appointment of the Chairman of the Securities and Exchange Board of Nepal. The government that collapsed due to the issue of the appointment of the Board Chairman and was re-formed has become a mess over the issue of the appointment of the Governor. Nepali Congress President Sher Bahadur Deuba has warned that the government will collapse if the person he said is not appointed as the Governor, high-ranking sources have confirmed. In the appointment of the governor, President Deuba has repeatedly put pressure on Oli to appoint a governor by specifying his name. Deuba has warned Oli that if he does not do as he says, the government will not be in his hands. It has already been speculated that the government will collapse if the governor is not appointed in a few days.

Political gains in appointments

Recently, the attention of the parties running the state has focused on policy corruption. Since policy corruption seems safe compared to other forms of corruption, middlemen and political party leaders have become enthusiastic about policy corruption. Recent appointments are being made on the basis of open bidding rather than competition. An example of this is the appointment of the Chairman of the Securities and Exchange Board of Nepal. A complaint has been filed with the Authority for Misappropriation of Public Money and Investigation Commission alleging that about five billion rupees were involved in the appointment of the Chairman of the Board. Some candidates refused to give interviews and business plans during the appointment process of the Chairman of the Board. Santosh Narayan Shrestha, who spent a long time on the Board using all kinds of power, was appointed Chairman.

Prime Minister Oli and Sher Bahadur Deuba, who listened to the middlemen in the appointment of the Chairman of the Board, are accused of moving forward in a way that will determine their political future through the appointment of the Governor, thereby bringing the institution into controversy. They have ignored the provision of appointing the Governor one month before the end of the term of the Governor, which is clearly explained in the Rastra Bank Act. The country is now included in the ‘grey’ list of the Financial Action Task Force (FATF). But the government has not done anything to remove the country from the ‘grey’ list to date. Instead, the appointment of the governor of the National Bank has been blacklisted by the government.

Final approval of the middleman is mandatory for the appointment of the governor

As soon as the governor appointment process begins, middlemen are trying to bring in their favored characters. Most of the people who have expressed their desire to become governors have been instructed by the leaders of the political parties to meet with the middleman. More than a dozen people who are eager to become governors have been told in an informal conversation with Singha Durbar that they have received advance instructions to meet with the middleman and reach an agreement. Some people have refused to meet the middleman. The middlemen, who claim to have built the government themselves, are insulting honest and moral people. A high-ranking source told Singha Durbar, “The high-level leaders of the Congress UML Maoists have benefited greatly from the middlemen, they cannot refuse the middlemen. The structure of the middlemen has been prepared in such a way that now they cannot get out of that quagmire, they have also moved forward to improve relations with the second-layer leaders.”

What has happened so far?

-The National Bank Act provides for the appointment of a governor 1 month before the end of the governor’s term

-2081 Chaitra 11 The Council of Ministers formed a Governor Recommendation Committee under the leadership of Finance Minister Bishnu Prasad Poudel, with former Governor Vijayanath Bhattarai and economist Bishwa Poudel as members.

-On Chaitra 31, 2081, advocates Pratibha Upreti and Vishal Thapa filed a writ petition in the Supreme Court, stating that a person who has crossed the age of 65 cannot be appointed as a governor.

-On Baisakh 2, 2082, a single bench of Justice Nityanand Pandey issued a short-term interim order in the name of the government not to appoint a person who has crossed the age of 65 as a governor immediately.

-On 2082 Baisakh 5, the consensus was reached on the appointment of the governor and the resignation of Gunakar Bhatta, the executive director of the National Bank, was recommended.

-On 2082 Baisakh 5, the resignation of Executive Director Bhatta was rejected.

-Advocates Pratibha Upreti and Vishal Thapa filed a supplementary petition in the Supreme Court, stating that Executive Director Bhatta was not qualified to become the governor.
