‘The government should speed up work for the development of the country’ Lalbir Chaudhary

Kathmandu. It has been almost two years since I became a member of the House of Representatives. I became an MP representing the Tharu community. I have repeatedly raised my voice for the rights of this community in the parliament. I have also been actively working in the process of making laws in accordance with the spirit of the constitution. The representation of the Tharu community in the state bodies, the executive, judiciary and legislature, is low.

Constitutional and legal arrangements should be made to ensure the rights of the Tharu community in every structure of the state, including these three bodies. According to the 2078 BS census, the population of the Tharu community is 18 lakh seven thousand 124. Based on that population, their participation in state bodies should be ensured. Their rights should be ensured by amending the constitution.

Reservation should be made for the Tharu community in government jobs including civil service, Nepal Police, Nepal Army and corporations based on population. Currently, our party has four MPs in the House of Representatives. Similarly, there are 12 provincial MPs. Our first demand is that there should be a ‘Tharuhat Province’ like ‘Madhes Province’. Our other demand is that Tharu language should be recognized as the language of government work in rural municipalities and municipalities where the Tharu community is in the majority.

The Tharu community is settled in various places in districts including Surkhet, Dang and Chitwan. The Terai region of Nepal has the largest population. The country’s system has changed through the long struggle of all political parties in the country.

The country has developed to some extent. But it has not been at the pace it should be. As people’s representatives, we are raising this issue in Parliament. The government and top leaders should develop the entire country equally, not just for their own regions.

It seems that the country’s development should be equal. Our party has been cooperating and supporting whichever party forms the government. The work of us federal MPs is mainly to formulate policies. But the local level has the right to manage the budget. MPs are not executive positions. Therefore, the local government should also prioritize development work. Provinces and local bodies should be empowered to implement federalism. To stop youth migration, some kind of business should be run in the country.

Even if the state borrows, industries and factories should be opened in the country. The government has not been able to create employment at the pace it should. Right now, thousands of youth are unemployed within the country itself. It is not possible to create jobs all at once. Youth migration cannot be stopped all at once. But the government should start opening industries and factories for employment. Even if we start a small business, there is no good market.

People who do not have access to the government have not been able to get any government grants. Real farmers have not been able to get the agricultural grants given by the federal, provincial and local governments. Only those around the government have received them. Only people from the party in government have received the grants. Only relatives of leaders have received them. Therefore, the government should look at the people at the lower levels. The government should pay attention to the overall problems of the people at the grassroots, including their health, education, and unemployment.

The main obstacle to good governance is corruption. Corruption must be ended. Corruption is inevitable at the government level. There is similar corruption in the private sector. It seems that every minister in every government is involved in corruption. It seems that even the lowest-level employees of the government, from the Chief Secretary to the Chief Secretary, are involved in corruption.

If we are to develop the country and maintain good governance, then strict action should be taken against all those involved in corruption according to the law. In Nepal, bribes are also given to get a job. That is also corruption. People have to wait for months to get a simple government document. That is also corruption.

For good governance, government work should be streamlined. Due to lack of development in the country, unemployment, and lack of improvement in the condition of the people, the people are becoming increasingly frustrated. The current political parties should understand this. The former king’s activism has not increased that much in recent times. Until now, they were waiting for the situation of the people in the country to change. Now their pain is coming out.

My constituency in Bardiya district is in danger of elephants. The settlement is close to the Bardiya National Park. Recently, a 75-year-old man was attacked and killed by an elephant. People in my constituency have been repeatedly attacked by wild tigers and bears.

I have been speaking on this issue in Parliament. My plan now is to focus on solving the problem of attacks on humans by wild animals. Ordinary poor people are dying due to attacks by wild animals. Because the houses of the rich are not near the forest, on the banks of the river.

Introduction of MP Chaudhary

Lalbir Chaudhary, a central member of the ‘Nagirik Unmukti Party’, is a member of the House of Representatives. Choudhary, an elected MP from Bardiya Constituency No. 2, is also the party’s chief whip. After the candidacy of the party’s president Resham Chaudhary was rejected during the 2079 BS elections, the Nagarik Unmukti Party fielded Chaudhary as an independent candidate. Before becoming a member of parliament, he was active in the social sector.
