Kathmandu. Kathmandu: Former Finance Minister and CPN (Maoist Centre) Deputy General Secretary Barshaman Pun has accused the government of bringing the budget by manipulating it. Speaking at a programme organized in Kathmandu on Monday in connection with the upcoming fiscal year 2082/83 BS from the point of view of federalism, he said that the government has claimed that the budget has not been kept in the projects below Rs 30 million.
Deputy Secretary Pun said that it was wrong to bring back the rights given below under the Ministries of Health, Education, Energy and Forests against the spirit of the constitution related to federalism. According to him, although everyone is in favor of federalism in principle, everyone’s commitment to it is necessary. But in practice, it is wrong to see that the rights given below have also been brought back.
Deputy General Secretary Pun said, “The ministry-wise allocation has come, I am watching. It seems that there are three, four projects in one title. It looks like 30 million, the project is four. How will that be implemented? The number decreased. It was also in three crores. Three or four programs are kept under the same title. How will it be implemented? There seems to be a trick there. Last year too, the project was put up in urban development, there is no need to be ashamed to say this. This time, a large number of such small projects have been put up. Last year, the budget was Rs 92 billion, which has reached Rs 118 billion this year. Why did the ceiling increase so much? The 50th projects in urban development have been kept from the khalti, the Planning Commission has seen it?”
He said that during his talks with the Minister for Urban Development, they had admitted that projects worth up to Rs 2.5 million had been completed. Former Finance Minister Pun said that such diseases should not spread at the state and local levels.
