Kathmandu. Deputy General Secretary of the CPN (Maoist Center) Shakti Bahadur Basnet has said that the debate in Parliament on the issue of monarchy, which is limited to history, has hurt the constitution. Speaking to journalists outside the Parliament building on Wednesday, he said that the debate on the sovereignty vested in the people should be handed over to the monarchy on the basis of birthright has hurt the constitution.
He insisted that the sovereignty vested in the people as provided in the Constitution cannot be changed. He claimed that his party had declared a decisive movement in 2048 BS with the conclusion that democracy and monarchy cannot go together in Nepal and that the ten-year people’s war was for that purpose.
He said that after the steps taken by King Gyanendra in 2059 BS, the parties in the then Parliament had reached the decision that monarchy was an obstacle to democracy. He expressed the view that the debate on whether the monarchy should be re-established is pointless since a republic was established in collaboration with seven parties and the Maoists.
He said, ‘The provisions of our Constitution are the sovereignty inherent in the people, geographical integrity and national integrity. These issues are immutable subjects of the Constitution. The debate within the constitutional body in a manner that seeks to understand the sovereign rights inherent in the people based on someone’s birthright by dividing the sovereignty inherent in the people and the form in which the debate is taking place has hurt our Constitution. We had said since 048 that democracy and monarchy cannot go together in the context of Nepal.’
‘We declared a decisive struggle against feudalism because they do not go together. The People’s War was a declaration of a decisive movement against the monarchy. Later, after the parties in parliament at that time suffered another setback, after 059, they also came to a conclusion by 062 that the monarchy was the biggest obstacle to democracy in Nepal, and they came to the conclusion that the monarchy was the biggest obstacle and they came to cooperate with the Maoists. And the joint people’s movement of 2063 BS took place, he said.
Deputy Secretary General Basnet said that the current government has not been able to prove its legitimacy and that the government is on the verge of collapse due to its own reasons, claiming that his party is not involved in the game of changing the government.
