“The constitution has given 22 powers to the mayor.

Kathmandu. Chairman of the Finance Committee under the House of Representatives, Santosh Chalise, has said that the local levels and provincial governments have failed to exercise their rights despite the constitution giving them many powers.

Speaking at a programme on budget on federalism organized in Kathmandu today, he said a three-tier government has been formed to meet the needs of the country. Stating that the tendency of looking towards the center should end, committee president Chalise said that they should work using the rights given by the constitution to address the frustration seen everywhere.

Stating that the state government in India has the capacity to support the federal government, he said that in that capacity, our lower level government should move forward in such a way. According to him, there is no condition for the union to support the state and local levels.

Finance Committee Chairman Chalise said, “The constitution has given 22 powers to the mayor alone. I was in the leadership of the municipality in 2074 BS. The municipality had a revenue of Rs 90 million. When I left, I left after collecting Rs 66 crore in revenue. We had recently visited Lumbini Province. Their budget last year was Rs 43 billion when they sat down and discussed with the Minister of Economic Affairs. The budget was made at an internal cost of Rs 13 billion. Revenue has been collected only Rs 3 billion. All the provinces are highly potential states. Lumbini province is a province with more potential. There are agricultural land, exportable herbs, mines. Will the state run with a budget of Rs 43 billion with an income of Rs 3 billion? And the local levels have also returned to the center and asked for the budget. That’s not good. ’

According to him, now the local level should move towards becoming capable every year instead of relying on the state center.
