Kathmandu. The Finance Committee has passed a proposal to withdraw the bill to amend the Financial Procedures and Fiscal Responsibility Act, 2076 BS.
On Friday, the Finance Committee meeting under the House of Representatives passed the bill with a majority passing the government’s permission proposal to withdraw the bill to amend the Financial Procedures and Fiscal Responsibility Act, 2076 BS.
Committee Chairman Santosh Chalise said that the committee passed the bill as the government demanded to withdraw the bill from the committee as it took time for the parliamentarians to pass the bill through the committee.
He cited Sub-section 2 of Rule 122 of the House of Representatives Rules, 2079 BS as the reason for the withdrawal. As per the arrangement, while the bill is under consideration in the committee, the motion for permission to withdraw the bill was presented and it was passed by the committee by a majority, he announced.
He said that the motion for withdrawal of the bill from the committee will be submitted to the parliament along with a report. CPN (Maoist Center) MP and former Finance Minister Barshaman Pun said that it is not appropriate for the government, which has a majority in the parliament, to bring an ordinance.
He submitted a note of dissent on the government’s proposal to return the bill to amend the Economic Procedures and Fiscal Responsibility Act, 2076 BS from the committee.
He said that the bill under consideration in the committee did not need to be returned as it became a law through an ordinance, and that the government’s proposal could not be accepted by the committee as it was arbitrary and in contempt of Parliament and contrary to the law.
He said that the bill to amend the Economic Procedures and Fiscal Responsibility Act, 2076 BS was returned from the Finance Committee. They kept a note of dissent.
