Kathmandu. Minister for Land Management, Cooperatives and Poverty Alleviation, Balram Adhikari, has said that a replacement bill on cooperatives has been brought to immediately resolve the problems seen in cooperatives.

Speaking at the National Assembly meeting on Sunday, Minister Adhikari said this. He said that despite being a self-regulatory organization, there were irregularities in the Cooperative Act enacted in 2074 BS and that the bill was brought to systematize it.

He stressed that the bill was brought forward based on the errors in the Cooperative Act and the directives given by the Parliamentary Special Investigation Committee on Cooperatives, the agreement made by the government from time to time with the victims of cooperatives, the suggestions given by various bodies of cooperatives and the international values regarding cooperatives.

He said that once the bill becomes legal, it will help in immediately solving the problems seen among the urban dwellers.

He said, ‘There have been various protests on the streets. The victims are in trouble. They are in a situation where they have to be displaced without getting relief. During the drafting of the Cooperative Act, some things could not be included, so irregularities occurred despite the existence of a self-regulatory organization. Therefore, this bill has been brought forward because there has been a voice for a long time that self-regulation should be made more systematic and there has also been a voice for the formation of a regulatory authority.’

‘This bill has been brought to find an immediate solution to the problem based on the errors in the Cooperative Act and the directives given by the Parliamentary Special Investigation Committee on Cooperatives, the agreement made by the government from time to time with the victims of cooperatives, the suggestions given by various bodies of cooperatives, and the international values regarding cooperatives. The amended bill may not cover all the issues. This bill has been brought to immediately solve the problems currently seen in cooperatives,’ he mentioned.

Minister Adhikari said that the government’s policy is to solve the immediate problems and make necessary amendments over time.
