Kathmandu. Minister for Physical Infrastructure and Transport Devendra Dahal has said that strong coordination between all three levels of government is necessary to accelerate infrastructure construction and development.

Addressing the discussion on the importance, possibilities and challenges of infrastructure development in federalism and the inter-provincial discussion of physical ministers on inter-provincial unity and diversity held in Bardibas, Madhesh Province on Monday, he said that only strong trust and coordination between governments can accelerate development.

He also called on the provincial ministers to develop their capacity and work towards implementing the rights specified in the constitution, saying that provincial and local governments should not hesitate in implementing the rights specified in the constitution.

Stating that development will also gain momentum if it is implemented effectively, Minister Dahal also said that now is not the time to get confused because the federal government did not give authority or the provincial governments were unable to work.

‘The constitution has clearly stipulated the rights and responsibilities of each level of government,’ Minister Dahal said. ‘Even after all this, if we get confused and only talk about giving and taking authority, the implementation of federalism will not be in accordance with the constitutional spirit. Therefore, it is necessary to accelerate development without confusion.

Says that those who are trying to mislead the citizens about what federalism and republic have given, he said that it is also necessary to convey the benefits of the federal republic to the citizens.

He said that no one should ignore the issues such as the expansion of the former only East-West Highway according to Asian standards, the rapid construction of three other East-West Highways, the opening of the door to trilateral trade through the North-South Corridors, and the extension of the road network to rural and remote areas.

Since the advent of the republic, the existing discriminations in society have been eliminated. Stating that access to governance has been established for the backward communities and regions, and access to information technology, education and health has increased, Minister Dahal said that everyone should unite to make federalism and republic more advanced and people-oriented.

The meeting was organized by the Ministry of Physical Infrastructure Development of the Madhesh Province Government. The physical infrastructure ministers of all seven provinces participated in the program.

Four-point declaration issued
