Speaker Ghimire: Bills stuck as parliament could not function

Kathmandu. Speaker Devraj Ghimire has said that the bills have been stuck as the parliament has not been able to function.

He was speaking at a workshop on ‘Climate Change, Plastic and Global Environment’ organized on the occasion of the 45th anniversary of Diploma Engineers Association, Nepal (Dean) and World Environment Day in Lalitpur on Friday.

Stating that they were engrossed in making various bills into laws, he said a situation has arisen where parliament cannot function. He argued that the federal civil service act, school education act and other acts were stuck due to lack of functioning of parliament.

He stressed the need for all to play their role in ending the situation and environment in which bills are stuck in parliament. Speaker Ghimire stressed the need to think about the method of regularly operating the highest bodies that make laws, regulate law enforcement institutions and make the government effective.

He said, “There is a saying in the village that I would not have been overtaken, but I was not allowed to stumble. We are bent on making many bills law, they can and will do so. However, a situation has arisen where parliament cannot function. The Federal Civil Service Act and the School Education Act are stuck when the Parliament has not been able to function. ‘

“Everyone has to play a role in ending these stuck environments and situations. How can parliament be made effective? “We need to think in our context as well as what can be the method of regulating law-making and law enforcement institutions and operating the highest bodies that make the government effective, especially as a place to play differences of opinion, differing views and bring them to a conclusion,” he said.

He said that if carbon emissions are not controlled immediately, not only the future, but today’s life will be serious.
