Question to Minister Dahal: Why didn’t the Ministry of Physical Infrastructure consider implementing legal reforms to increase capital expenditure?

Kathmandu. The lawmakers have said that there is a need for a strong determination in the political leadership to increase capital expenditure. They said this while speaking at the meeting of the Development, Economic Affairs and Good Governance Committee under the National Assembly on Friday.

They said that capital expenditure has not been increased due to the inability to work on the basis of the burden and priority of the projects. Speaking at the meeting, Nepali Congress lawmaker Krishna Prasad Poudel said that if the country’s economy is made dynamic and dynamic, the expenditure will automatically increase. He said that there is a need for a strong determination in the political leadership to increase capital expenditure. He said that capital expenditure has not been possible because secretaries are afraid to sign for fear of authority.

He informed that capital expenditure can be increased only if the political leadership and administrative leadership can move forward through cooperation. Speaking in the meeting, CPN (Maoist Center) MP Jhakku Prasad Subedi said that the government should focus on big projects and pay attention to small projects, but the opposite is happening. He said that there has been a trend of emphasizing small projects and ignoring large projects with a lot of investment.

He said that the country’s economy is collapsing and the main reason for this is the addition of new projects without completing the existing projects. He said that capital expenditure cannot be increased in this way. Speaking in the meeting, CPN (Unified Socialist) MP Ghanshyam Rijal said that the performance progress of the Ministry of Physical Infrastructure and Transport is at the bottom of the federal ministries. He said that it is sad that the ministry with the highest capital expenditure is at the bottom. He informed that the reason for the non-increase in capital expenditure is also due to legal complications. He also asked why the Ministry of Physical Infrastructure did not try to make legal reforms to increase capital expenditure. He asked why there is no discussion on increasing capital expenditure even though the laws and procedures are made by parliamentary committees.

He said, “If we look at the percentage of expenditure incurred by the Ministry of Physical Infrastructure and Transport, which is known as the ministry with the highest capital expenditure, and its physical progress, it has come in at the bottom of the federal ministries at 7.9 percent. This is a sad thing. Looking at this progress, it can be said that the ministry is not able to work or the ministers are not able to perform their work properly. But when looking at the problem, there are also some legal issues. Why didn’t the Ministry of Physical Infrastructure think about making legal reforms? It is up to us to make the laws. We are the ones who make the working procedures, but why is there no necessary discussion?’

Speaking at the meeting, CPN-UML MP Sharada Devi Bhatta said that there has been a trend of MPs attending committee meetings and leaving, and said that it is necessary to improve it. She has urged MPs not to come to the meeting if there is a problem, but to sit in the meeting for the entire time after coming. The progress of the capital budget of the Ministry of Physical Infrastructure and Transport and subordinate bodies/projects was discussed in the meeting on Friday.
