In the budget for the fiscal year 2082/83 BS, it has been proposed to abolish both the bodies. The Prime Minister’s Office (PMO) had planned to restructure the department from the Department of Asset Purification and The Department of Revenue Investigation. In this suggestion, the Department of Money Laundering has suggested to abolish both the departments and form a powerful body.
The Department has suggested abolishing both the agencies and establishing a powerful Finance Research Unit. A source in the department told Singha Durbar, “There is no point in having or not having a department of research research at present because its authority has been severely curtailed. Now we have suggested abolishing both the agencies and forming a finance research unit headed by the secretary. ”
It has been suggested that all types of financial crimes should be investigated by the same unit. The suggestion has been discussed repeatedly at the Office of the Prime Minister and Council of Ministers. However, the political leaders and employees involved in the discussion stressed the need to be cautious as it could send a negative message outside if dismissed, sources claimed.
Finance Minister Bishnu Prasad Poudel has stressed the need to abolish the two departments and keep a powerful body under the Ministry of Finance. However, Prime Minister KP Sharma Oli has not agreed to finance minister Poudel’s insistence.
Sources in the Finance Ministry said, “The employees of the Office are aware that there will be no resources under the Prime Minister’s Office while abolishing the two bodies. ”
The Department of Revenue Investigation formed to control revenue leakage is now caught by the vehicles released from the customs and released after internal negotiations. The research capacity of this department has become very weak. The employees who have been transferred to the department openly say that they have to go for ‘poverty alleviation’.
There is a lot of distortion in the department. Businessmen complain that if a company is raided and if the investigation is not stopped, then the businessmen who increase the investigation are threatened. For example, a team deputed by the Department of Revenue Investigation had raided the central office of Symex Inc. which sells ‘Build Your Dream’ (BYD) brand electric vehicles in Nepal. The team seized important documents of tax evasion from the company. But even after nine months, neither the company has been cleared that it has not evaded taxes. Nor has the investigation proceeded against the company. “The department should clarify that there is no wrongdoing in the company,” said a former director general, otherwise the investigation should proceed. ”
This is an open pattern of distortion, the former director general said. A high-level economic suggestion commission led by former secretary Rameshwor Khanal has also recommended scrapping the Department of Revenue Investigation.
