Problems of small hydropower projects can be solved through policy reforms: Minister Khadka

Kathmandu. Minister for Energy, Water Resources and Irrigation Deepak Khadka has said that the problems of small hydropower projects will be solved by making policy reforms. At a program on ‘Challenges in Sustainable Operation of Small Hydropower Projects’ organized by ‘Green Energy Entrepreneur Nepal’ here today, Minister Khadka said that policy reforms will be made to solve the problems of small hydropower projects.

‘Let’s discuss the problems of small hydropower projects together, what amendments need to be made, the ministry is ready to solve the problems,’ he said. Minister Khadka said that the government and the private sector should work together for the development of the energy sector. He mentioned that the government is ready to work together with the private sector for the improvement of the country’s overall energy sector along with small hydropower projects. He said that solutions should also be sought for institutional level discrepancies.

Minister Khadka mentioned that the energy development roadmap approved by the Council of Ministers seeks to solve the problems of the private sector. He said that the government is committed to solving the problems faced by entrepreneurs. Minister Khadka informed that the blame for the mistakes made by the Electricity Authority should not be placed on the private sector.

Green Energy Entrepreneur Nepal President Engineer Surya Prasad Adhikari demanded adjustment of the power purchase agreement (PPA) rates for small hydropower projects. He said that the ‘take or pay’ provision should be implemented and the alternative system of electricity generation should be abolished.

Chairman Adhikari demanded that the production period should not be fixed for hydropower projects smaller than five megawatts, that the production license period for projects between five and 10 megawatts should be maintained for 50 years, and that the customs duty rate on spare parts required for the maintenance of hydropower projects should be maintained at one percent as per the old policy.
