Kathmandu. President Ram Chandra Poudel has presented the policy and program of the Government of Nepal for the upcoming fiscal year 2082/83 in a joint meeting of both houses of the Federal Parliament. President Poudel is currently reading out the policy and program in a joint meeting of the House of Representatives and the National Assembly held at the Federal Parliament Building in New Baneshwor.
Prime Minister KP Sharma Oli handed over a copy of the policy and program address to President Poudel. Earlier, the President was welcomed by Speaker Devraj Ghimire, Chairman of the National Assembly Narayan Prasad Dahal, and General Secretary of the Secretariat Padya Prasad Pandey.
President Poudel was accorded state honors including the ‘Risalla’ of the Nepal Army from the Parliament Building gate. A contingent of the army presented a guard of honour in honor of President Poudel, who is also the Supreme Commander of the Nepali Army.
The meeting was attended by Vice Presidents, former Prime Ministers, former Speakers, heads and office bearers of constitutional bodies, heads and representatives of diplomatic missions, representatives of the private sector, and others. The joint meeting was broadcast live by various media outlets including Nepal Television and Radio Nepal.
Today, the Parliament building premises have been decorated with national flags and banners. The invited guests have been welcomed from the ‘water fountain’ located in the building premises. The Secretariat has invited more than 400 guests with special entry passes to the policy and program presentation ceremony.
As per Article 95 of the Constitution of Nepal, the President is required to address a joint meeting of both houses of the Federal Parliament. The Secretariat has already set the agenda for discussing and passing the government’s policies and programs from 22nd to 28th of this month.
The discussion on the principles and priorities of the Appropriation Bill will begin on 30th of this month. According to the Constitution of Nepal, the Finance Minister is required to present the government’s budget for the upcoming fiscal year in a joint meeting of the Federal Parliament on 15th of every year.
