Kathmandu. The Council of Ministers meeting on Falgun 21 has asked Nepal Electricity Authority Executive Director Kulman Ghising to provide a 72-hour explanation, asking, “What is the reason why you should not be removed?” The Council of Ministers has asked for an explanation in decision number 10.
With the clarification from Kulman, preparations have also begun to remove Energy, Water Resources and Irrigation Minister Deepak Khadka from the post of minister. With Khadka becoming the energy minister, the dispute with Kulman has reached its peak. Khadka, who became a minister from the Shashak Koirala panel, seems very ambitious in the ministry. Minister Khadka has used all his power to remove Kulman since he became a minister.
But so far, he has not been able to succeed. The source claims that the sole reason for this is Nepali Congress President Sher Bahadur Deuba. The source told Singha Durbar, “Energy Minister Khadka has been discussing the issue of Kulman more with Prime Minister KP Sharma Oli than with President Deuba. Minister Khadka’s non-cooperation with President Deuba has made it difficult for him to even do his work in the ministry. The main reason why the government has not been able to remove Kulman is President Deuba.”
According to the source, President Deuba has come to the conclusion that along with Kulman, Minister Khadka should also be removed. The source said, “Samapati Deuba has concluded that Minister Khadka has not been able to use even normal diplomacy in the matter of Kulman. General Secretary Gagan Thapa has also said that clashing with a public figure will affect the party as well. The next solution is Samapati Deuba’s conclusion that both Minister Khadka and Kulman should be removed.”
The source claims that Kulman was asked for an explanation by the Council of Ministers after agreeing to remove both Kulman and the minister. The last time Minister Khadka removed Kulman, he is conducting a comprehensive search for a new person as the executive director of the authority. But Minister Khadka is not getting people with good intentions.
The source added, “People with careers are not going to work now, replacing Kulman. First, Kulman himself is a public figure. Second, Minister Khadka’s ambitions are very big, no one is ready to be a friend of his ambitions.”
A few months ago, Minister Khadka had tried to suspend two directors of the NEA. He had suspended the then directors of the NEA, Bhakta Bahadur Pun and Kapil Acharya, and appointed former Secretary Devendra Karki and former Joint Secretary Mahendra Bahadur Gurung. But the Supreme Court had overturned Minister Khadka’s decision.
Sources claim that Minister Khadka failed in his attempt to remove the director of the Authority without the approval of Nepali Congress President Sher Bahadur Deuba. The source said, “The court gave him a break because Minister Khadka did not consult President Deuba even once to remove the director of the Authority.”
The then Maoist-Nepalese Congress joint government had appointed Kulman to the Authority for a second term.
The then Prime Minister KP Sharma Oli had nominated Hitendra Dev Shakya as the executive director after Kulman’s term ended. But as soon as the Oli government left, Shakya was transferred to the Energy Commission and Kulman was appointed. Shakya is still fighting a case against Kulman’s appointment. But the Supreme Court has not been able to provide any solution.
