Kathmandu. MPs have said that there is a need for a strong determination in the political leadership to increase capital expenditure. They said this while speaking at the meeting of the Development, Economic Affairs and Good Governance Committee under the National Assembly on Friday.
They said that capital expenditure has not increased due to the inability to work on the basis of the burden and priority of projects. Speaking at the meeting, Nepali Congress MP Krishna Prasad Poudel said that if the country’s economy is made dynamic and dynamic, capital expenditure will automatically increase.
He said that there is a need for a strong determination in the political leadership to increase capital expenditure. He said that capital expenditure could not be made because secretaries were afraid to sign due to fear of authority.
He said, “If we want to make the entire country’s economy dynamic, dynamic, and correct the economic recession, capital expenditure will automatically increase. Capital expenditure also had to be increased. This creates employment. For that reason, the political leadership had to have a strong determination to increase capital expenditure. There had to be commitment. Next, what comes to mind when listening to things? It is said that secretaries are afraid to write because of authority. If the political leadership can take the administrative leadership into confidence and move forward, it might work a little.”
He said that capital expenditure can be increased only if the political leadership and the administrative leadership can move forward through cooperation. Speaking at the meeting, CPN (Maoist Center) MP Jhakku Prasad Subedi said that the government should focus on big projects and pay attention to small projects, but the opposite is happening.
He said that there has been a trend of emphasizing small projects and ignoring large projects with a lot of investment. He said that the main reason for this is the addition of new projects without completing the ongoing projects. He said that capital expenditure cannot be increased in this way.
He said, “Basically, the opposite is happening here, of emphasizing big projects and paying attention to small projects. A trend of emphasizing small projects and ignoring large projects has developed. It does not mean that the budget should be given just because the honorable person demands it. The main reason why Nepal is currently in such a state of disarray and disorganization is that we are not organizing the projects that have already been completed, but are adding new projects due to lack of budget. If any country provides assistance, it will pretend to have done some work, otherwise it will just be left in a state of disarray. Capital expenditure cannot be increased in this way.’
Speaking at the meeting, NCP (Unified Socialist) MP Ghanshyam Rijal mentioned that the performance progress of the Ministry of Physical Infrastructure and Transport is at the bottom among the federal ministries.
He said that it was sad that the ministry with the highest capital expenditure was at the bottom and said that the reason for the non-increase in capital expenditure was also due to legal complications.
He also asked why the Ministry of Physical Infrastructure did not try to make legal reforms to increase capital expenditure. He said that even though the laws and procedures are made by parliamentary committees, why is there no discussion on increasing capital expenditure? He asked.
He said, “If we look at the percentage of expenditure incurred by the Ministry of Physical Infrastructure and Transport, which is known as the ministry with the highest capital expenditure, and its physical progress, it has come in at the bottom of the federal ministries, at 7.9 percent. This is a sad thing. Looking at this progress, it can be said that the ministry is not able to work or that the ministers are not able to perform their work properly. But when looking at the problem, there are also some legal issues. Why didn’t the Ministry of Physical Infrastructure think about making legal reforms? It is up to us to make the law. We are the ones who make the working procedures, but why is there no necessary discussion?’
Speaking at the meeting, CPN-UML MP Sharada Devi Bhatta said that there is a trend of MPs attending committee meetings and leaving, and said that it is necessary to improve it.
She urged MPs not to come to the meeting if there is a problem, but to sit in the meeting for the entire time after coming. The progress of the capital budget of the Ministry of Physical Infrastructure and Transport and subordinate bodies/projects was discussed in the meeting on Friday.
