‘Political corruption is happening in the name of new stocks, we will not sit idly by and watch billions of rupees being manipulated’ – RSP leader Shrestha

The National Independent Party (NIPP) has called a meeting of its parliamentary party. Biraj Bhakta Shrestha, deputy leader of the NPP parliamentary party, has called the meeting for 11 am on Wednesday (Magh 16). Deputy leader Shrestha has said that the parliamentary party meeting will discuss how to present its agenda in the parliament that opens on Magh 18.

The NPP is forming various study task forces to study which laws were amended and how they were amended after the government bypassed the parliament and brought the ordinance. The NPP has formally protested against the government’s move after the government bypassed the courts, the Commission for the Investigation of Abuse of Authority, and the parliament to proceed with the approval process for the new stock exchange. The RSP has called a parliamentary party meeting. What are the agendas of the meeting?What has been put forward??

## This time our parliament is a little bit different from the regular session, but at a time when we have such an important two-thirds majority in the government, bills should come and the implementation of the constitution should be resolved to dispel the frustrations of the people. But if we look at the government’s attention over the years, it seems that it has not even kept its own commitment.

After the government was formed, they said what work they would do. Where did those things go? Where did the issues of cooperative victims go? What are we doing about the ordinances? As for the ordinances, we have six of them. A study committee has started working on the ordinances since yesterday. We are working on analyzing the strengths and weaknesses of the ordinances.

On that basis, we put our views on the ordinance in Parliament and for what justification did the Prime Minister bring the ordinance? We also look at it. In parliamentary norms, when there is a two-thirds government, they do not act like this. What does that mean? An ordinance is a special right of a government. But when there is a two-thirds government, they do not call Parliament. Bring a law secretly?

Again, it is not just a matter of now. Their habit has been like this since before. Even before this, when there was a two-thirds government, things were not good. Having said that, this time too, the same thing was seen.

The government has expedited the process to grant permission for a new stock exchange. The Securities and Exchange Board of Nepal has already called a board meeting for Tuesday. You have also written a ‘note of dissent’ in the parliamentary committee. What is your opinion on the new stock?

We are clear on the new stock. That is why we have put a ‘note of defiance’ in the parliamentary committee. If we look at it this way, the government has shown a naked dance. There are also issues that the government itself collapsed and this government was formed due to the irregularities in the new stock process, it is like a conspiracy. Again, this is also being seen by the general public. Since we have economist Dr. Swarnim Wagle on this issue, he has also put things on this issue.

What is policy corruption? This is what it is. If you look at this question, there are also matters of the Parliament Court. A case has been filed in the Constitutional Bench of the Supreme Court. Preparations are being made to issue licenses through a conspiracy. An attempt has been made to issue licenses using powers not granted by the law. An attempt has been made to issue licenses by making guidelines not granted by the law. This is a violation of the rule of law.

This is to feed a limited number of people. It seems that the middleman is becoming institutionalized. Its rule of law is more about commissions than political systems. Complaints have been filed here and there. This is not a complaint filed for a small, random matter. This has been filed from the constitutional bench to the authority.

If you look at their past, they have ruled for about 35 years. Again, what is strange this time is that they have been running the government in turn and sitting in one place. From a theoretical point of view, it is not two parties in one place. Each other’s ideological competitors have been running the government in one place.

The ordinance is said to have also amended the law to boost the morale of the private sector, How do you view the ordinance ?

## I think this is how they have been working for 35 years. Finally, the intention was seen to ask for the remaining things. Similar practices were seen in the past as well. Afraid of parliamentary questions? Afraid of parliament? That again, you are not saying something we made up. This is a witness to history.

This is recent history, after all. Therefore, it is not that the National Independent Party will only oppose such issues in Parliament and in all matters. Tomorrow our strategies are being formulated. Tomorrow we will also have a meeting. After that, we will also hold consultations and dialogues with other opposition parties to oppose such a situation. We will not oppose for the sake of opposition as before.

They used to join hands with each other and protest, but we will not repeat that tradition. We will not enter that vicious cycle. We will also praise good deeds. We will present ourselves by examining our strengths and weaknesses. But if there is any doubt about their intentions, it is their habit to introduce four popular agendas to cover up two things that suit them.

If that happens, what will happen if our society becomes controversial on social media. What do they say? If the government does this well, why should I have a headache? They will do things that will have far-reaching effects from such things. They have a culture. Because of that, what makes it difficult for us is that no bill to amend the law has come. 50, 60 laws have been introduced.

We don’t know how far each law will go, but they introduce things that suit their interests. There have been things about amending the constitution. We have also formed a task force on amending the constitution and are working on it. But they have not done anything to include us.

Another country’s diplomatic situation has become a concern. Once, we, the opposition, were also present, and after a while, there was an initial suggestion that the opposition would sit down and prepare Q&As.
