Kathmandu. The parliamentary subcommittee under the House of Representatives formed to reach a consensus on the Federal Civil Service Bill has held discussions with the Public Service Commission. The subcommittee held discussions with the Public Service Commission officials on Sunday.
Talking to media persons after the subcommittee meeting, subcommittee coordinator and Nepali Congress MP Dilendra Prasad Badu said that they are engaged in the preparation of the Federal Civil Service Act and that a lot of discussions have been held on the proposed bill regarding the formation, operation, services and conditions of the Federal Civil Service Act.
He said that after the implementation of federalism in the country, the bill should be brought forward and it is not possible. Stating that the bill that has come up now includes many aspects, he said that internal homework was done to finalize it after some controversial issues started appearing.
He mentioned that if some policy issues in the bill could be clarified, there would be no need to discuss the bill for a long time. He mentioned that 14 issues have been prepared for consensus.
He said that there was a discussion among the MPs to take the federal civil service to a tiered system and the proposals came in both forms. He also mentioned that an agreement was reached to go hand in hand with tiers and ranks in the union. He said that most MPs agreed that a cooling period should be maintained.
He said that the subcommittee would submit its report to the committee within the stipulated time.
