Kathmandu. The parliamentary committee has urged the government to reconsider the agitation as the issue of agitating teachers is the subject of the bill and the discussions were positive. The subcommittee formed by the Education, Health and Information Technology Committee has urged the government to reconsider the agitation, saying that the issue of agitating teachers is the subject of the bill.
Teachers have been demonstrating for the past few days, demanding the speedy promulgation of the School Education Bill. They have been warning that they will not stop the agitation until school education is resumed.
Although the government has repeatedly urged the teachers to leave the agitation and return to school so that their essential demands will be addressed, the teachers are on the agitation demanding that the bill be issued, even if through an ordinance.
Chavi Lal Bishwakarma, coordinator of the subcommittee formed for the School Education Bill, urged them to reconsider the agitation as the School Education Bill has become the most discussed topic and the government is positive in addressing the demands of the teachers.
He claimed that there is no need to understand the issue of issuing the Education Bill in a complicated way and that the subcommittee has so far discussed 82 of the 163 sections of the bill and reached a conclusion. He said that the committee is serious about making the Education Bill timely and promised that the subcommittee will submit a report to the committee within the stipulated time.
He said, “The School Education Bill has become the most discussed topic and has many stakeholders. I do not think that it should be understood in a very complicated way. It is not like that. We are currently holding the 12th meeting of the subcommittee. We have moved forward with the subcommittee meeting after in-depth discussions and deliberations. It contains the proposed topics in the bill. What are the topics of concern to the stakeholders? Agreements have been reached with the government at various times. What are the topics of that? There are a large number of amendment proponents. It is in many clauses. There are also different types of stakeholders, we have moved forward by discussing keeping these aspects in mind. Out of 163 articles, we have reached a conclusion after discussing 82 articles till yesterday.’
Coordinator Bishwakarma said that it is natural to put pressure on the bill to improve it and said that it would be appropriate to stop the agitation when the government is positive about moving forward to address the demands. He drew attention to the fact that nothing should happen that would be detrimental to the legislative work and said that the work is being done with the intention of moving forward quickly, not with the intention of delaying the School Education Bill.
He said that the government is also moving forward to finalize the bill as soon as possible.
He said, ‘Friends of the Teachers’ Federation are on the streets. They are putting pressure on the government. This is natural. I do not understand that it should be considered otherwise. Now this issue has reached the legislative sphere. The issues with the government are with the government. From drawing attention to it, to warning, to putting pressure, they are doing it for their own sake. I think it would have been better if they had not said anything that would be detrimental to the legislative work. We have moved the work forward in the right way. There is no intention to delay it.’
‘The government has also said that this issue should be resolved as soon as possible. In that regard, there is no need for them to remain on the streets, to stay. We are in discussions only in order to move forward after addressing it. It is okay to suggest and urge the government from time to time. When it comes to the same issue, we ourselves can also take and ask for their opinions and suggestions, and that is what we do. We have found that the government is positive about the attention that has been drawn so far. We have also been working on this work with speed. All parties have also taken the issues raised by the teachers positively. It is not appropriate to move forward before this,’ he said.
Coordinator Bishwakarma said that the government is positive about the demands of the teachers and is moving the bill forward with great speed.
The sub-committee has agreed to remove the Education Development and Coordination Unit. It has agreed to change the name even though the current structure of the Education and Human Resource Development Center will be maintained. Similarly, the subcommittee has agreed to conduct the Class 8 examination at the local level and the Class 12 examination at the board level.
With the Class 8 examination being designated as a basic examination and Class 12 as a secondary examination, the currently conducted SEE examination will be canceled.
The Education, Health and Information Technology Committee of the House of Representatives had formed a subcommittee under the coordination of committee member Chhabilal Bishwakarma to form a common opinion and reach a consensus on the controversial issues seen in the School Education Bill.
