Kathmandu. Minister for Physical Infrastructure and Transport Devendra Dahal has said that the government should now go for the practice of keeping only projects above Rs 50 million.
Stating that projects costing less than Rs 30 million have not been included in the budget for the next fiscal year, he said that raising the limit to Rs 50 million would make it easier to allocate budget for big and effective projects.
According to him, although there has been enough discussion in the budget making process, the old practice has been repeated a bit. It has to be removed. The allocation budget will be effective if the system from project selection and preparedness to implementation is improved.
According to Minister Dahal, the government itself delays in removing the obstacles of the project and on the other hand, the contractors do not start the work after taking the contract and extend the deadline on the basis of political access have left the projects incomplete.
The trend of awarding contracts without resources in projects such as construction has created a situation of lack of resources.
“We discuss a lot, but the conclusion is limited to the old practice,” he said. Preparations are started only after allocating budget for projects of national pride. Such a practice is making it impossible to complete the work on time. ’
Dahal said that although there are many regulatory bodies, there is no coordinated work in line with sustainable development. Stating that the government was also serious about the difficulties seen in the Public Procurement Regulations, he said that the policy would be amended to make the contractors bear all the additional costs while extending the deadline.
Minister Dahal said that many projects under the Ministry of Physical Infrastructure are still in the process of contracting. According to him, the planning commission’s activism is also necessary now. The plans should be implemented soon.
