Kathmandu. National Campaign for Education Nepal (NCE) has submitted a memorandum to the chief whips of various political parties demanding the full implementation of the Free Education Act 2075 BS.
The NCE delegation submitted a memorandum to the chief whips of the Nepali Congress, the Communist Party of Nepal (Maoist Center) and the CPN (UML) Shyam Ghimire, Hitraj Pandey and Mahesh Bartaula at Singha Durbar today.
Although Article 31920 of the Constitution of Nepal 2072 BS ensures that ‘every citizen shall have the right to receive compulsory and free education up to the basic level and free education up to the secondary level from the state’, NCE Nepal has stated that its practical implementation has not been possible. .
The memorandum states, ‘According to the sole authority of Schedule 8 of the Constitution, the local government has been implementing the responsibility and accountability of school education. Therefore, the current provision made by the Constitution, making education up to the secondary level the responsibility of the local government, is a progressive and excellent provision, and therefore, it is desired that an act be issued accordingly.’
