Kathmandu. Kathmandu: The Nepali Congress (NC) has decided to amend the provision that a company with permission to do land business can buy land as per the prevailing law but cannot sell it.
The decision was taken at a meeting of the party’s parliamentary party held on Friday, said Nc chief whip Shyam Kumar Ghimire. He said discussions were also held on resolving the legal hurdles seen in the eighth amendment to the Government Land Act and adding some issues.
According to him, although the eighth amendment provides that land can be taken more than the limit for land development, the rule of not allowing its sale and distribution has become an obstacle in commercial implementation.
Discussions were also held on bringing an act to address the problems of unorganized settlements, landless squatters and Dalit squatters, he said. Stating that the bill has been prepared with the proposal to distribute red parts to the slum dwellers living on vacant land before 2066 BS, he said it has been decided to move ahead by amending some points.
“There are mainly two things that have been amended in the Land Act. One, the eighth amendment provides that land can be taken more than the limit for land development. There is also no provision for sale and distribution. Now according to that, the stakeholders bought the land but could not sell it. That’s also a business. Discussions were held on whether to amend the eighth amendment or add some issues to resume that business. ‘
“Similarly, we have seen a situation where we need to address the issues of unorganized settlements, landless squatters and Dalit squatters. But in some places it is written as Ban Butyan, in some places it is written as Haat Bazaar. Many such problems are in the proposed bill. The Act has been enacted with a view to allow squatters to settle on such vacant land and distribute red parts in the name of those who lived in it before 2066 BS. “We have seen that some amendments need to be made in those points and it has been decided in today’s meeting to amend those points,” he said.
The bill proposes to amend various sections of the Land Act, 2021. Section 12 of the existing Act has been amended to allow the sale of land at a discounted rate.
