Kathmandu. Kathmandu: The National Private and Boarding Schools Association Nepal (National PABSON) has objected to the recent monitoring of various private schools in Kathmandu by the Department of Commerce Supplies and Consumer Protection.
A joint statement signed by General Secretary Pratap Thapa and National President and Founder Geeta Chhetri Rana said the education sector was very sensitive and stressed the need to respect the rights and policies and directives guaranteed by the Constitution of Nepal in any activities carried out in this regard.
“Article 31 of the Constitution of Nepal guarantees every citizen the right to access to basic education, while Article 51 aims to produce competent, ethical and dedicated human resources in the national interest by making the education sector scientific, technical, vocational, skill-oriented, employment-oriented and people-oriented,” reads the statement.
National PABSON said that the private schools are operating as per the Education Act 2028 so far and the ‘monitoring style’ monitoring carried out by the department has made it felt that the private sector has been neglected. The statement also demanded that the department should be given clear information and guidelines on what issues it is regulating.
The statement also expressed deep objection to the action taken against the school’s sign boards as hoarding boards. “The sign board is a mandatory introduction of an educational institution, which is unfair to regulate it as a hoarding board,” the statement said.
The association has claimed that its member schools are teaching according to the standards of the National Curriculum and Examination Board, providing competitive and quality education and the fee structure has been fixed keeping in mind the professional development of teachers and employees.
The statement urged the department to move ahead in a coordinated and collaborative manner considering the sensitivity of the education sector, legal complexity and contribution of private schools. It also urged all the member schools to remain active in systematic educational and administrative management by following the laws, policies and regulations.
