Kathmandu. In today’s meeting of the National Assembly, lawmakers said that the budget for this fiscal year seems balanced but not working-class and people-oriented. Taking part in the discussion on the annual estimates on revenue and expenditure, lawmaker Gelzen Sherpa said that this budget is in favor of strengthening federalism.
“Arrangements have been made in the budget to coordinate so that there is no double programme at all the three levels,” he said. Emphasis has been laid on development of backward areas. It has been said that the plan in the development bank will be carried forward on priority basis. It has encouraged the private sector to keep the economy moving. ’
Lawmaker Kamala Panta said Nepal has been placed in the ‘grey list’ due to lack of economic good governance.
“The target and outcome indicators are not clear. It had to be assessed. Monitoring mechanisms and outcome indicators are needed to ensure cost effectiveness. There is no clear plan to address regional disparities in proportional access and distribution. The government should express its commitment to fulfill the previous unfinished plans. ’
Lawmaker Dr Beduram Bhusal said that the budget has not been brought to solve today’s problems. “It was expected that the budget would transform the economic and social problems qualitatively, but it did not come,” he said. It seems to have helped big businessmen and land mafia. ’
Sharda Devi Bhatta said that the budget is welcome and it has moved ahead to improve the economy, increase production, create employment, accelerate development and improve service delivery. “The budget has promised to accelerate the country’s economic and social development by building modern and quality infrastructures,” she said. However, there would have been more budget for women, tribals, Dalits and health education. ’
Lawmaker Urmila Aryal said that the distribution-oriented scheme is more important than the plan to give results in this budget. “The IT sector is an area that provides good financial resources. There is a possibility in this. The budget has not been able to address the IT sector properly. It is not only a promise but also a promise. ’
