Municipality fines 5,000 for littering

Tilottama. A few days ago, Good Health Pharmacy located in Siddharthanagar Municipality-13 Bank Road was taken into action for throwing garbage in a public place. The municipality imposed a fine of Rs. 5,000 for the first time for throwing garbage from the pharmacy carelessly.

The pharmacy belongs to Kiran Devi Sunar, a ward member of Ward No. 5 of the same municipality. Sunar paid the fine after violating the rules she herself had made. She said, ‘The pharmacy is mine. The pharmacy staff made a mistake. I have paid the fine.’

Sunar says that wards No. 5, 12 and 13 have become cleaner than before after the municipality started collecting fines. She said, ‘The city’s fine campaign has started making the city clean and beautiful.’

The municipality has tightened the management of garbage, stray animals, and unregistered e-rickshaws. Despite repeated requests, it has started collecting fines from those who do not comply. The municipality has made a work procedure and planned to make everyone follow the rules.

So far, 11 people have been fined for throwing garbage indiscriminately. Rs 55,000 in revenue has been collected from the fines. E-rickshaw drivers operating in the city without registration have also been taken into action. The municipality has levied fines from 35 e-rickshaw drivers who have ignored repeated notices for the e-rickshaw registration process under its jurisdiction.

A fine of Rs. 5,000 has been levied per driver, said Chief Administrative Officer Janak Thapa.

About five e-rickshaws operating in defiance of the municipality’s request are being fined daily, said Information Officer Dev Gyawali. Last month, a nine-year-old girl from ward no. 4 of the municipality went missing from her playing spot. So far, nothing has been found about the girl’s condition.

The girl was seen riding an e-rickshaw, said Deputy Mayor Uma Adhikari. She said, ‘It was difficult to find out because there were unregistered rickshaws. Therefore, registration is very necessary.’ So far, the municipality has not formulated a procedure for managing e-rickshaws. So far, 635 e-rickshaws have been registered and are in operation in the city.

Similarly, leaving stray animals on the road is also considered one of the causes of accidents. The municipality has been conducting a campaign since last January to control the increase in stray cattle in the city. Revenue Branch Officer Kamal Kant Khanal said that so far, four people have been fined Rs. 7,000 each for leaving stray animals on the road.

Muktinath Yadav, spokesperson of the municipality, informed that 115 dead cows have been managed so far. As per the decision made by the local government, the owner was handed over to the concerned owner on the condition that he would not release the animal again after being fined Rs. 7,000 for the first time.
