Kathmandu. MPs have stressed the need to increase the role of the National Planning Commission in budget formulation. The MPs who participated in the House of Representatives meeting on Thursday along with the amendments to the Economic Procedures and Fiscal Responsibility (First Amendment) Bill expressed this view.
They also said that the discussion on the budget in Parliament should continue for at least three months. Speaking at the meeting, NCP (Unified Socialist) MP Bhanubhakta Joshi said that it is necessary to make arrangements to include everyone in the budget.
He said that it is necessary to increase the role of the National Planning Commission and the Provincial Policy and Planning Commission in budget preparation as they do not seem to have played a role and suggested increasing the role of the National Plan in budget preparation.
He said, “If the budget brought by the government comes with the participation of everyone, this budget will be good. The National Planning Commission of the center and the Provincial Policy and Planning Commission do not seem to have played much of a role. Earlier, the Planning Commission used to provide the budget outline of all ministries, now it is kept in the Ministry of Finance.” My suggestion is to make the National Planning Commission a little more responsible.’
Rasty Janamorcha President Chitra Bahadur KC said that although the constitution has set the deadline for presenting the budget, there is a problem of not getting it released on time. He emphasizes the need to strengthen the budget formulation process and the system related to program formulation.
He emphasizes the need to maintain good governance by completing the budget principles and planning policies and programs related to the annual budget within the time frame.
He said, “Since the budget estimate for each year, that is, the month and date for presenting the budget, is specified by our constitution, there is a constitutional provision for the budget to be presented to the parliament on time, but after that, there is a problem when the budget is not passed or released on time. Our party emphasizes the need to strengthen the budget formulation process and the system related to program formulation. We emphasize on timely completion of budget principles and projects, policies and programs related to the annual budget within the limits of the annual budget, and maintaining good governance by fulfilling financial obligations.
NCP (Maoist Center) MP Bimala Subedi commented that the bill has been introduced in a way that narrows the roles of the Planning Commission, Parliament and Parliamentary Committees. She said that the budget discussion was not sufficient and the suggestions given by the MPs were not accepted in the past, and stressed that the bill should be brought in such a way that it would not happen in the future.
She said that it was necessary to enrich the bill as even capital expenditure could not be increased.
She said, “This bill has been brought in a way that narrows the role of the Planning Commission and narrows the role of Parliament and parliamentary committees. I would like to say that it should be removed. We have faced the situation in the past where the budget discussion was not sufficient and the discussions and suggestions we made were not accepted. Let such a situation not happen. Capital expenditure should also be increased. The plans included in the red book are not being implemented. This provision should be removed.’
Most of the lawmakers who tabled the amendment said that the time limit for discussing the budget should be fixed at three months and a bill should be introduced to make the Planning Commission more accountable.
