Minister Yadav directs to implement the regulations of the Drinking Water Corporation

Kathmandu. Minister for Water Supply Pradeep Yadav has directed the employees of Nepal Water Supply Corporation to implement the regulations. He gave such instructions to the employees at a press conference organized at the ministry on Sunday to provide information on the ‘Employee Service Conditions Regulations-2081’.

He said that the long-pending Employee Service Conditions Regulations have been implemented for the benefit of the employees. He said that the regulations have been implemented in accordance with the rules and laws of the Government of Nepal.

He requested to provide information about the service facilities that should be added if there is a need for amendment in the regulations for the benefit of the employees. He said that he is ready if there is any amendment or addition to the regulations for the rights and interests of the employees as per the rules and regulations.

He said, ‘I have implemented the Employee Service Conditions Regulations 2081 for your rights and interests. And you should implement it and move forward. We are aware of the rules and regulations of the Government of Nepal. What has it said about contracts? What has it said about locals? You are aware of what has been said about contracts. Do you think there is any weakness in the rights and interests of contract employees? Let us read it and sit down again. Let us draw the attention of the minister and secretary to how much can be added to the law. Neither I nor you can go against the law. I am with you in terms of being legal.’

Nepal Khonpani Corporation General Manager Engineer Arjun Babu Dhakal said that the lack of approval of the regulations for seven years has created problems in the service of the fundamental right to drinking water consumption granted by the constitution.

He said that the lack of regulations has also created problems in filling vacant posts and in the career development of employees. He said that there is a constitutional provision that the Public Service Commission should fill the vacancies in organizations where the government has more than 50 percent shares.

He said, “When the Constitution of Nepal 2072 BS issued the Employee Service Regulations of the Drinking Water Corporation, as mentioned in the constitution, the posts in the service of the corporate body in which the Government of Nepal has more than 50 percent share investment and ownership were to be filled through the public service. After that, according to the provision that advertisements should be made once and then amended as mentioned in the constitution, work related to advertisements was done once, and after that, the regulations were not approved by the ministry for seven years, and the development of the profession was at a standstill. Now, the regulations have been approved with the approval of the respected minister. We have experienced difficulties in the service of water usage, a fundamental right granted by the Constitution.’

In the program, it was informed that since 2073 BS, due to the absence of regulations, employee posts have not been filled and public services are also being affected. With the implementation of the regulations, the way has been opened for the appointment of employees to vacant posts.
