Kathmandu. Minister for Land Management, Cooperatives and Poverty Alleviation, Balram Adhikari, has urged the government not to interpret the Land Bill- 2082 BS in a superficial manner without full study.
Responding to the questions raised during the discussion on the Bill to amend some Nepal Acts related to land in the House of Representatives on Tuesday, Minister Adhikari urged the house to seriously study the purpose for which the bill has come.
He said that the bill has been brought to remove some obstacles in the law. Minister Adhikari clarified that the Nepal Act was amended at the investment conference in April 2080 and the provisions contained in those acts have not been included in the bill.
Stating that the government has amended all the acts to make laws and solve the problems of the people, he urged the government to not only give doubts on the issues of problems but also ways to resolve them.
“Discussions are currently underway in principle on the bill to amend some Nepal Acts related to land,” he said. 48 people participated. Most of those who speak are not. It seems that it will be easy to answer. I request you to first seriously reflect on the purpose for which it came. We have the Land Act 2076. Since then, there have been various procedures, regulations and informed orders. The Nepal Act has been amended around the investment conference in April 2018. The things contained in all those Acts that have made it easier to work are not kept here. ‘
Stating that the Land Problem Resolution Commission has covered many things, he said, “If a business company has kept up to 50 bighas, then the right to sell 10 bighas to them has already been given by the law, so we do not have to mention it here.” On the basis of the same law, there was a lot of rumor that the honorable people would now be allowed to buy and sell the land. I would like to request you not to spread confusion among the people. The company dealing in the land has to buy the person’s land with the approval of the government. The Nepal Act Amendment 2080 has exempted those who bought yesterday and are yet to get permission from the government. In the matter of making this law and solving the problems of the people, we have only amended the provisions in all the Acts. It’s about removing issues that have problems. Let’s not understand it with the wrong intention, not only doubts, but also solutions should come together. ‘
He said that the municipality has the right to classify the land, so if the municipality has allocated the agricultural area by classifying it, then the land will not be sold.
