Local level fails to send Kavrepalanchok affected people’s data for five months

Kavrepalanchok. The flood victims of Kavrepalanchok have not yet received government relief and grants as the local level has not sent the data of the affected for five months. The district-based Disaster Management Committee has been repeatedly requesting the local level through meetings to send the data of the local affected people to provide relief to those who have lost their ‘grass, houses and cotton’.

The committee last requested to send the data of the affected people last Thursday. The relief grant will come only after the local level has compulsorily entered the details of the beneficiaries on the disaster portal of the National Disaster Risk Reduction and Management Authority for relief and grants. The committee has stated that only five out of the 13 local levels in the district have finalized the details of the beneficiaries for the construction of temporary housing. The committee’s meeting last Thursday had also decided to request immediate entry of details.

Dhulikhel and Namobuddha municipalities and Roshi, Chaurideurali and Mahabharat rural municipalities in the district have entered the details of the beneficiaries in the disaster portal of the authority. However, Bethanchowk rural municipality and Panauti municipality, which are considered to be the most affected, have not filled in the complete details. ‘We are investigating the details, we will complete them in a few weeks,’ said Ram Sharan Bhandari, the chief of Panauti.

According to the details entered in the portal, there are 86 families in Dhulikhel city, 824 in Namobuddha, 548 in Roshi, 278 in Chaurideurali and 17 in Mahabharat rural municipality. The committee has decided to request the authority to release funds for the construction of temporary housing at those levels.

It is stated that the funds will be distributed to the beneficiaries after they are released by the authority. There is a provision that the local level must enter the details of the beneficiaries for the construction of temporary housing on the portal and send it to the District Disaster Management Committee along with the decision of the Local Disaster Management Committee, while the funds will be released only after it is approved by the District Disaster Management Committee and reaches the authority. Chief District Officer Umesh Kumar Dhakal, who is also the chairman of the District Disaster Management Committee, said that letters have been sent to the local level repeatedly to enter the details of the beneficiaries.

‘The delay by the local level is causing delays in the receipt of funds for the construction of temporary housing for flood and landslide victims,’ said Dhakal. The committee meeting has also decided to instruct all thematic clusters to complete the victim updates and preparatory work by Falgun 20.

The committee has also demanded details from the local level as per the criteria for providing Rs 50,000 for the construction of temporary housing. The office has stated that the central government has provided the families of the deceased with Rs 200,000 received in the last week of Asoj. 79 people died in Kavrepalanchok due to floods and landslides caused by incessant rains from Asoj 10 to 12, while six are still missing.

According to the preliminary details of the District Administration Office, 2,844 houses have been completely damaged and 6,046 houses have been partially damaged in the district. Similarly, initial reports indicate that 3,000 to 3,500 houses will need to be rebuilt. Three dozen government buildings and a number of public buildings have been completely damaged. Earlier, the Authority had last written to the disaster-affected local levels on Magh 13 asking them to immediately provide details of beneficiaries for the construction of temporary housing.

According to the Authority’s branch officer Badri Prasad Aryal, the requests made by the Authority to construct temporary housing for beneficiaries who cannot live in their private homes even if their homes are completely or partially damaged have not yet been implemented.

‘The pace of construction of temporary housing for beneficiaries of damaged private homes has been extremely slow, the winter season is ongoing, and the summer season will begin in the near future. Therefore, arrangements should be made to establish beneficiaries as per Section 3 of the Temporary Housing Construction Grant Criteria, 2081, to prevent further difficulties for beneficiaries of private temporary housing.’ The letter mentions.
