‘Let’s form an all-party committee to amend the constitution’: Congress Vice President Gurung

Kathmandu. Nepali Congress Vice President Dhanraj Gurung has said that an all-party committee should be formed to amend the constitution. Deputy President Gurung said this while participating in the discussion on the policies and programs of the upcoming fiscal year in the House of Representatives’ meeting on Tuesday.

He said that the constitution has been in use for ten years and now it is time to move towards amendment instead of review. He said that the path of consensus should be adopted in the constitution amendment process and that it would be appropriate to form an all-party committee for that. Deputy President Gurung also demanded reforms in the electoral system and proposed to remove the closed list under the current proportional system.

He said that the closed list of 110 MPs from the proportional side should be removed, saying, ‘It has been ten years since we brought the constitution into use. The constitution, which has been implemented for ten years, should be reviewed again and the use of money is the review, Mr. Speaker. During this period, we have already found out where the problems are in the constitution. Therefore, it should be written in the policy and program not to review the constitution but to amend it. If so, can it be welcomed? The idea of amending the constitution through consensus has come up, which is a welcome thing.’

‘Another thing should have been added here, an all-party committee will be formed to amend the constitution. What would have gone wrong if it had been written that way? After all, we all made the constitution together. Everyone must agree to amend it. Should we now dare to go for a proportional direct election system or not? Now, let’s remove the closed list of 110 people. 165 constituencies remain. “Let’s separate the remaining 55 women,” he said.

He also proposed the formation of a high-level investigation commission to bring those involved in the corruption cases that have occurred so far to justice.
