Let’s do whatever we want, but pass citizenship bill soon: Home Minister Lekhak

Kathmandu. Home Minister Ramesh Lekhak has said that a bill related to Non-Resident Nepalis has already been drafted. Home Minister Lekhak said this while speaking at a meeting of the State Affairs and Good Governance Committee under the House of Representatives held at Singha Durbar on Friday.

Stating that a separate bill would be necessary to address the issue of non-resident Nepali citizenship, he said non-resident Nepalis would be given citizenship with economic, social and cultural rights other than political rights as per the spirit of the constitution.

He said that the bill has also been sent to various ministries for opinion and consultations and the government will soon take it to the House with the consent of the Council of Ministers. He also urged the government to conclude the bill to amend the Nepal Citizenship Act, 2063 BS at the earliest.

Home Minister Lek said, “If all types of citizenship are being given by the district, then why should the ministry give it to a person who is born to a Nepali mother and has permanent residence in Nepal, who does not have the address or disappeared or does not help him?” All other citizenship should be given by the district, it should not be given by the ministry, it should be sent to the district. I am clear that it should be sent to the district. For this, we have also moved forward to amend the rules. The files in the Ministry in Kathmandu will also be sent to all the districts. Let’s pass this bill soon. ‘

There is a separate bill to address the issue of non-resident Nepali citizenship, there is a different act, this act does not address it. The bill related to Non-Resident Nepalis has already been drafted in accordance with the spirit of the constitution with economic, social and cultural rights in addition to political rights while granting non-resident Nepali citizenship. It has also gone to various ministries for opinions and consultations. The government will soon bring it to the House with the approval of the Cabinet,” he said.

Home Minister Lekhak said that the government has already moved ahead to make a new act by amending the Immigration Act. He said that arrangements would also be made to give citizenship from the district to those who do not have the address of their father who was born to a Nepali mother and settled in Nepal.
