Chitwan. The building of the Land Revenue Office Bharatpur, which was given a red sticker in the 2072 BS earthquake, has not been rebuilt yet. The employees here have been collecting around Rs. 1 billion in revenue annually by living in this risky building.

Records are kept under tin in the dilapidated building located on six kathas of land along the bypass road. According to the head of the office, Ramesh Prasad Gautam, the red sticker has been put up saying that the building is highly risky to use due to cracks in places after the earthquake.

This building, built in 2052 BS, has been covered with tin in places and office work has been carried out. There is also 17 kathas of land near the office. Chief Gautam said that letters have been sent to the Land Management and Records Department several times to build a new building on the same land and build an office with parking. He said, “We have written to the department and sent it. But so far, the new building has not been built.”

The office has 42 employees. Chief Gautam informed that Rs. 877.99 million in revenue has been collected from here till mid-Falgun of the current fiscal year. According to him, 21,501 people have taken the service during this period.

Services are provided from here to the citizens of 19 wards of Bharatpur Metropolitan City, Ratnanagar and Kalika municipalities and Ichhakamana rural municipality. According to Gautam, more than one billion in revenue is collected here in a year. Out of the collected revenue, 60 percent goes to the local level and 40 percent to the provinces, excluding capital tax and profit tax.

He said, “We are forced to keep our very important records in the basement and roof.” Chief Gautam said that there is a problem in working in a risky building with the fear of getting the records wet due to water.

Service recipients who come here are forced to park on the side of the road with high traffic. He added, “If a new building can be built, there will be no parking problem.” Although many buildings that were at risk during the earthquake have been reconstructed, the lack of initiative from the concerned body towards building this building has put service recipients and service providers at risk.
