Kathmandu. Senior Vice-Chairman of CPN (Unified Socialist) Rajendra Prasad Pandey has said that the two-thirds government could bring revolutionary land reform programme, but it could not be done.
Taking part in the discussion on the Bill to amend some Nepal Acts related to land in the House of Representatives on Tuesday, he alleged that the land bill came not from the love of the slum dwellers, landless and disorganized settlers but from the love of apartment builders.
He said that even after 34 years of change in the system, he could not implement the land reforms. Stating that the bill has been brought to give importance to the real estate business, he alleged that it has been brought in a way conducive to solve the problems of Giribandhu Tea State and Gokarna Safari Park.
“The land bill is very controversial. Some time ago, an ordinance was issued. Again, the ordinance could not be passed due to non-cooperation from within the power equation. If land-related issues had been resolved, there would have been a government with two-thirds strength. It could have brought about a program of revolutionary land reform. He didn’t want to bring it. It didn’t come from the love of the squatters, landless, disorganized settlers. The main love came from the love of the apartment builders. This should also be added while solving their problems. However, I have no objection to the problem of apartment owners being solved. However, what we need to understand is that the problem of land still came with the intention of avoiding it. It didn’t come to be resolved forever. Even after 34 years, we could not bring land reform programs. ‘
“When we brought land reforms in 21 BS, there was talk of maintaining the boundaries. But there was a slight improvement, but even then it was hidden. At the time of the introduction of this bill, the problems in the settlements of Tarai Madhes, the problems of giving property to schools, colleges, community buildings and hospitals in public places have not yet been solved. In particular, this bill has given importance to the real estate business. Giribandhu Tea State, Gokarna Safari Park has been brought in a way to solve the problems of land. If this bill is to be brought in such a way that it truly approves the change and gives the people the feeling of change, then it needs to be reformed in a revolutionary way,” he said.
He stressed the need to reform the bill in a revolutionary manner if it is to be brought in a way that truly endorses the change and the people are to guarantee the change.
