Kobang-Jomsom road, which was contracted for Rs 700 million, remains incomplete for seven years

The work on the Kobang-Jomsom road section of Mustang under the national pride (Beni-Jomsom-Korla) road connecting Korala checkpoint has not been completed even after seven years since it began. The blacktop of the Beni-Jomsom-fourth section, which was contracted in the fiscal year 2073/74, has been left behind due to the delay of the construction company concerned.

According to Engineer Bishnu Chapagain, the information officer of the project, the process of action has been taken five months ago after the construction company delayed the work. Since the deadline expired in Asoj, departmental action has been taken by imposing a fine of 90.050 percent of the contract cost per day on the construction company, said the project’s information officer Chapagain.

However, after the process was initiated, the construction company has returned to work, he said. ‘The construction company has returned to work, and construction of road structures has started in some places,’ said information officer Chapagain. ‘If the construction company works at a fast pace, the blacktop work will be completed within a month, we are also continuously monitoring it.’

Pappu-Gauri Parbati-Koshi & Neupane JV had signed a contract agreement for 700 million rupees for the construction of the Kobang-Jomsom road blacktop and structure. The construction company had been delaying the project citing geographical remoteness and the coronavirus pandemic. The deadline for blacktopping the 17-km road on the Kobang-Jomsom road section has been extended six times.

After Koshi & Neupane JV, which had been blacktopping the road in the initial phase, failed to complete the construction, Gauri Parbati (Kobang-Jomsom), the main representative of the JV, returned to work.

As per the criteria of the Public Procurement Regulations, the daily penalty prescribed as per the legal provisions is 311,000 in percentage terms. As per the fine imposed, the construction company has to pay lakhs of rupees to the project so far.

The project office has stated that the physical progress of the blacktop road (Kobang-Jomsom) out of the four sections of Beni-Jomsom has reached 90 percent. The asphalt blacktop of 12 km of the 17 km road (Kobang-Jomsom) has been completed. Under which, four kilometers of Marfa-Jomsom and about one kilometer of Thasang-1 Tukuche blacktop road are yet to be upgraded.

The attention of the construction company has been drawn to the completion of the Kobang (Jomsom road within the current fiscal year. While the blacktop from Ghansa in Mustang to Kagbeni and Muktinath roads has been completed, the blacktop of the Marfa (Jomsom road in Mustang has not been completed.
