Kathmandu. A demand has been made in the Accounts Committee to investigate the irregularities in the Jagdulla Hydropower Contract.
In today’s meeting held at the Accounts Committee based on a complaint filed by Lappa Sherpa of Dolpa alleging irregularities in projects of national importance, Maoist lawmaker Amal Lal Modi said that irregularities have taken place from the beginning.
He said serious questions have been raised as the issues related to the purchase regulations are being played with. He said that the accounts committee should investigate the matter.
He said, “There is a standard in awarding any contract. Four companies were included in the criteria. Two of the four were thrown in advance. Their standards were not met. Among the two companies selected, Sino Hydropower’s document joint company, JCE-ANK, AINK, they have copied it. These documents should be checked on Google. When I checked the details submitted by them on Google, I did not see any hydropower being built. There is a village, there is a city, there is no hydropower in that location. There is no company. Taking someone else’s company, taking another’s work certificate, putting it in the same model at the same time. Jagdulla Company’s evaluation committee has endorsed the same. This is a serious matter. ’
Nepali Congress lawmaker Rajan KC demanded that the committee should hold a detailed discussion on the matter. “Questions have been raised about fake documents. Let us investigate by asking for documents from the concerned authorities. In the meantime, instructions should be given not to proceed with some work. ’
Independent lawmaker Amresh Kumar Singh said that the documents used in the contract should be investigated by keeping technicians in mind. He stressed the need for investigation on both sides. “We don’t understand much. Documents should be checked by keeping technical people. Now, if we do not get the contract, there is a tendency to stop it by fraud, we have to take care. ’
The Commission for the Investigation of Abuse of Authority (CIAA) had initiated an investigation against JCE-ANK JV after two complaints were filed recently for allegedly producing false documents in the contract of Jagdulla Hydropower.
The complainant has alleged that chinese company Jiangxi Construction Engineering (Group) Corporation Limited (JCE) and Nepali company ANK participated in the contract process of the 106 MW project of Dolpa Jagdulla by showing fake experience documents.
