In a discussion held by the Ministry of Finance with the Ministry of Land Management, Cooperatives and Poverty Alleviation regarding the budget for the fiscal year 2082/083, Finance Minister Poudel said that the union should no longer do the work done by the local level and provinces.
In the constitution issued by the Constituent Assembly in 2072, the sole rights of the union are mentioned in Schedule 5, the sole rights of the provinces in Schedule 6, the sole rights of the local level in Schedule 8, and the common rights of the union and provinces in Schedule 7 of the constitution.
Similarly, in Schedule 9, the union, provinces and local The common rights of the level are mentioned. The work elaboration report has further elaborated on the rights mentioned in the constitution. Finance Minister Poudel has urged to present programs in the new budget only within the limits of the federal government.
He has also urged to present budget and program proposals addressing cooperatives, land fragmentation, barren land, temporary settlements, protection of public land, land banks, digitalization of records, etc. The discussion was attended by the Finance Secretary, Land Secretary, departmental heads, etc.
Earlier, the Ministry of Finance had held discussions with the Ministries of Physical, Urban, Energy, Health, Industry, Drinking Water, Federal Affairs, and Agriculture regarding the preparation of the new budget.
