West. Kathmandu: The budget allocated by the government for the coming year will be insufficient for the reconstruction of structures damaged by the earthquake in western Nepal to minimizing monsoon-related disasters, according to government officials.
In the next year’s budget, only Rs 18.5 billion has been allocated in the budget for reconstruction and rehabilitation. A senior official of the National Disaster Risk Reduction and Management Authority said that this budget is not enough.
NRA spokesperson Ram Bahadur KC said that the three-year plan for the jajarkot earthquake reconstruction and monsoon-related disasters 2081-82-83-84 had said that at least Rs 100 billion budget would be required.
NRA spokesperson Ram Bahadur KC said, “The budget allocated for disaster mitigation is inadequate. The three-year plan for the reconstruction of the Jajarkot earthquake and the monsoon-related disaster of 2081-82-83-84 has said that at least Rs 100 billion budget will be required. A total of Rs 18.5 billion has been earmarked for reconstruction and rehabilitation in the coming year. As a result, dda works are being carried out to damage private houses, buildings and monsoon-related disasters caused by the earthquake in western Nepal. It has to be rebuilt. It is difficult to provide budget for preparation. The amount allocated by the government for disasters, including the rehabilitation of rahat, is very low. ’
According to him, the National Disaster Risk Reduction and Management Authority has to work within the scope of limited resources. Apart from the budget provided by the government, the NRA has also been mobilizing government funds in such disasters. Government funds are used for search and rescue.
At present, rs 4.65 billion is in stock in the disaster management fund at the central, state and district levels. There is a reserve of Rs 1.27 billion in the Central Disaster Fund. This amount is fluctuating. There should be at least Rs 500 million in the fund. Although rs 500 million is going to be reduced, the budget is sought from the Ministry of Finance and kept in the fund.
The NRA allocates funds to the District Disaster Fund during disasters on the basis of demand. Similarly, the Prime Minister’s Disaster Relief Fund and the State Disaster Management Fund have also been mobilized in the disaster.
At present, the Prime Minister’s Divine Disaster Relief Fund is Rs 1.89 billion and the State Disaster Management Fund is Rs 790 million. NeA spokesperson KC said that the government does not allocate funds in the budget for rescue, relief and search in the annual budget.
According to him, if you have to operate machines from helicopters in disasters, you have to spend from this fund.
