‘I will execute former King Gyanendra Shah’ – Prime Minister Oli

Kathmandu. My official visit to the friendly country of Thailand is starting tomorrow. This is the first official visit by the Prime Minister of Nepal after 65 years of diplomatic relations. In the meantime, there is a situation where we go here and there, like a transit point, but there is no official visit. To put an end to that, this time, this official visit is the first time for the Chief Executive from Nepal. In this sense, I think this visit is important in itself. Tomorrow, on the 19th (April 1), my visiting team will depart for Bangkok.

Our official visit will begin on the 20th. During the visit, there will be bilateral talks with His Excellency the Prime Minister. This time, 2 MoUs will be signed in the context of tourism and culture. 6 MoUs will be signed between the non-governmental sector in the presence of the two Prime Ministers.

After the bilateral talks, I will participate in a joint press briefing with the Prime Minister of Thailand. The one-day official visit will end after the meeting with the King of Thailand.

On the morning of the 21st (April 3), I will meet and discuss with prominent businessmen of Thailand. In the afternoon, I will address the Asian Institute of Technology.

I will attend the formal dinner hosted for the leaders of the BIMSTEC Summit to be held in the evening. Due to time constraints, most of the leaders of the member countries are scheduled to arrive in Bangkok only on the 21st. However, sideline talks are planned with the leaders of the remaining countries immediately after the summit, as much as possible.

We will participate in the BIMSTEC Summit on the 22nd. In the morning, I will participate in the signing ceremony of the Maritime Transport Cooperation Agreement. There is a program to address the summit in the afternoon.

Our tour program will end with the program at the embassy in the evening. We will return home on the 23rd.

I said there are two objectives of this visit, one is an official visit and the other is participation in the BIMSTEC summit. In this context, I have made a request to this honorable house for information about some other side line work.

## The administration was informed about two political programs on Chaitra 15. Both the programs were said to be peaceful and within the constitutional framework. In order to ensure the constitutional right to protest and criticize while maintaining peace and order, the government had warned the organizers about possible unwanted incidents.

Under the core leadership of the parties that have a good presence in this esteemed house, the ‘Socialist Front’ held a grand rally on Kathmandu’s Exhibition Road. It made its views public. It informed the government. It expressed its commitment to the constitution and order.

I thank the organizers of that program, which was accompanied by a dignified procession. I also believe that this is the way to strengthen our federal democratic republic.

A place was given for another rally in Tinkune, Kathmandu. There was some suspicion and ambiguity about who the organizer of that program was. The purpose of the program was the basis for suspicion. The ambiguity was in the sense that some of its organizers were also party leaders present in this esteemed house.

But the organizers of Tinkune did not hold the meeting as previously informed to the administration, and instead started inciting the crowd with provocative demonstrations and apolitical slogans. It was not a meeting or a speech, but the so-called ‘leader of the demonstration’ himself drove a car into the police and ran to break the restricted area. Against the administration’s efforts to control the crowd, incidents such as attacking the police, pelting stones, snatching the police’s guns, hooliganism and beatings, and looting began.

Criminal incidents such as pelting stones at private homes, public buildings, media houses, party offices, pharmaceutical factories and vehicles, vandalizing, setting fire to them, and looting department stores were launched. Not only were private homes set on fire, but people were also locked inside and burned alive by locking them from the outside. There were also terrorist acts of setting fire to and detonating flammable materials at the international airport. Not only police vehicles, but also fire engines that came to put out the fire were attacked.

All these are condemnable and regrettable acts. Strict administrative action will be taken against those involved in such incidents, whoever they are, under whatever cover. The Home Minister will present the detailed details of the incident in this House at an appropriate time.

An investigation has begun into those involved in the incident. Who are the planners and who is involved? The government is investigating and investigating this matter. I have already said that a detailed report will come later.

In the background of this incident, it is necessary to study the incident of about 1 year ago. An element was active since then to spread distrust, hatred and confusion towards the government, system and constitution. It was looking for an opportunity. It was working to disrupt communal harmony and incite attacks on specific communities by making unnecessary comments on sensitive issues such as religion, culture and tradition. That element was active in the cultivation of playing on the emotional feelings of the debtors and destroying banks and financial institutions by saying that they do not have to pay the loan.

Meanwhile, former King Gyanendra Shah made a speech on Falgun 7 saying that he would ‘move forward, support’. Immediately after that, the work of inciting public opinion by holding welcome programs at various places was started. On Falgun 25, the so-called ‘welcome ride’ was organized. And, on Chaitra 14, an undesirable person who was trying to disrupt society was summoned to his own residence and designated as the so-called ‘Janakmandar’ and deployed for violent incidents.

In the initial study, all these incidents make it clear that former King Gyanendra Shah has violated the agreement made after the historic decision of the Constituent Assembly. At that time, it was agreed that he would live a peaceful life as a citizen, exercise his legal and constitutional rights to conduct business, and that the government would provide security as the former head of state, allowing him to use the Nagarjuna Palace and the building in the Narayanhiti Palace complex that his mother was using. Currently, Honorable Member of the National Assembly and then Home Minister Shri Krishna Prasad Sitaula had conducted the dialogue/management on behalf of the government.

(After the RPP MPs raised a ruckus while speaking)… I am not raising a question about the rules, but about the violation and destruction of the Constitution here. Everyone should follow the law and order in this country, they should follow the law. You cannot obstruct politics and parliament by making noise.

No one involved in criminal acts gets immunity, and should not get it. Even former King Shah does not get immunity in this. Shouldn’t those who say they will become king again and destroy the law and order make their views public on all these series of incidents? A leader who encourages people to die, a person who has been thrown into a corner by history, a campaign coordinator, a person who has the intention of becoming a ruler and a person who has the intention of becoming a ruler – how can a person who has the intention of becoming a ruler be silent in the midst of the chaos?

He is the one who is ultimately responsible for all these incidents, he must take responsibility.

Governance/Administration

The parliament has been closed for a few days. It is natural for questions to be raised about good governance and the issues that have been compromised in it. This esteemed house is the place to raise questions or support the government’s work. But now the issue is normal, a question has been raised about an employee. The House is blocked, important parliamentary work has been disrupted.

I don’t think this is the place to comment on the merits/faults of civil servants. There is a process for that. This House has also determined the method of rewarding those who do good work and taking action against the guilty.

Let’s just say that generally, if a departmental minister does not feel loyalty towards him from any employee, the chain of command does not work. Whether the departmental minister’s feeling is right or wrong, that too will be tested. It will be on the spot.

In such a situation, things like transferring, keeping in reserve, asking for clarification, giving admonitions-warnings or dismissing him are done. This is not only done by the current government, but also by previous governments. It has happened even now, it has always happened. The aggrieved party has the right to legal remedy, that has also happened. It is happening.

This matter is currently under consideration in the esteemed court. This esteemed House is aware that it is not lawful to discuss it further.

Therefore, I think let’s not debate this matter further, in the current situation, there is no situation to start a big debate on small issues. Now is the time to protect the constitution, protect the rights that the people have fought for, protect democracy, protect the federal democratic republic and its successful implementation. For that, the entire House needs to be united. We have heard that there are activities going on against the system, against the system, against democracy, against the constitution, rejecting it, and for that, committing various types of unconstitutional, illegal, and serious criminal activities that harm society. At such times, the entire society should be serious. At such times, the entire society should be serious about such things…. We are the people’s representatives.

Taking the oath of the constitution and engaging in activities that destroy the constitution is against the oath. It is against morality. Therefore, one should not go against the oath. We all took the oath of the constitution of Nepal standing up. Taking the oath of the constitution, and taking it against the constitution, some took the oath above the constitution in the name of the country and the people, some took it in the name of God. Is it morally possible to take an oath in the name of God, take an oath of the constitution, and act contrary to that? So, I would like to draw everyone’s attention, let us live in one position, one dignity, one social dignity.
